MSF’s work is based on the humanitarian principles of medical ethics; the goal of MSF is to provide emergency care to people who are affected by armed conflicts, epidemics and natural or man-made disasters.

MSF is looking for his/her SGBV activity manager – Nablus – Palestine.

CONTEXT:

The Palestinian context is characterized by a protracted conflict extending for several decades. This conflict adds more stressors and burdens on families and is likely to increase the risk of SGBV and child abuse.

Nablus project is a vertical project providing psychosocial support and psychiatric care to people living with moderate to severe mental illness. Sexual violence medical care started to be integrated in October 2021, as part of the comprehensive care package offered for SV complex cases by a multi-disciplinary team (MDT). The SV medical care is part of the project as a reactive response in case of SV within MHPSS activities. However, the SV medical care component is not well established yet in the project.

The presence of a SGBV activity manager for 6 months will help support the development of SGBV prevention and response activities. A community-based approach is preferred to reach the survivors, ensure effective activities and deliver sustainable results. Therefore, the community will be consulted and involved in designing the IEC activities and response strategies. The SGBV activity manager will ensure effective coordination with other actors and integration to the mental health activities.

MSF Spain is running a project with a MH and SRH/SV component in Hebron. The SGBV manager will work in close collaboration with the Spanish section of MSF.

MAIN PURPOSE

The main purpose of the position is to implement and develop a community-based prevention and response strategy for SGBV.

MISSION AND RESPONSIBILITIES

  1. Develop and implement a community-based approach to SGBV prevention and response:

    • Facilitate focus group discussions (FGD) with different groups (groups of women, groups of girls, of boys, of men) to understand the needs and perceptions of the community regarding GBV and SGBV.
    • Map the network of other partners and stakeholders, including civil society organizations such as women associations and MOH focal points for SGBV, and identify potential partnerships and referral pathways.
    • With the inputs from the community, develop a strategy and interventions for SGBV prevention (IEC/HP) and response.
  2. Provide support and coaching to the SV focal point (which includes):

    • Knowledge of SV medical protocol and practical skills training
    • Patient assessment and decision making around case management
    • Use of appropriate documentation
    • Data collection and analysis
    • Reinforcing knowledge regarding general SRH topics (in order to counsel patients as required)
  3. Strengthen the integration of the SV medical care into the activity:

    • Ensure the SV focal person is fully integrated into the Nablus team (e.g is part of the patient assessment, the MDT meeting and other relevant team meetings) and ensure coordination and continuity of care with the MHPSS team
    • Ensure shared medical confidentiality is respected
    • Ensure the topic is addressed in regular meetings and included in the sitrep
    • Review the SV case management SOP and adapt as necessary with input from the team
  4. Reassess medical and pharma orders according to the development of the SV component

  5. Update the SV/SAC risk analysis and risk matrix as required and advise the team about communication around SV-SAC, taking into account the cultural sensitivity of the topic and legal framework (mandatory reporting)

  6. Collaborate with OCBA (MSF Spain) to share experiences and build a long-term collaboration and support between the 2 projects regarding SV and SAC activities.

Optional – Explore the possibility of providing support to Gaza project regarding SGBV/SAC. – to be discussed with Cell and Co-ordination considering relevancy, time commitments and needs of both projects.

Education/ Experience :

  • University degree or diploma in midwifery or nursing, or other relevant medical background
  • Public health or social science background is a plus.
  • Essential experience in the field of SGBV
  • Essential experience with MSF or other NGOs
  • A knowledge in community-based approach, health promotion is an asset
  • A knowledge of Middle East context is an asset

Language: English essential – Arabic is an asset

Knowledge: Computer literacy (word, excel and internet)
