Sexual and Reproductive Health Manager

BACKGROUND

In Ukraine, months of escalating Russian hostility have culminated in a concerted invasion of the country and the launch of military attacks across multiple cities in Ukraine. IRC’s approach in this crisis pre-dates the beginning of the conflict. We have been carefully monitoring the context since late 2021. Knowing the likely impact of large-scale crisis on civilians, EHAU deployed a scoping mission to Poland in February of this year and on February 24, when Russia launched airstrikes, IRC quickly pivoted to a response stance, delivering aid immediately through donations to Ukrainian and Polish partners.

The IRC has launched a program in Ukraine through the emergency response team and is establishing operational hubs in Lviv, Vinitsya, and Dnipro, and is looking to expand programming in scale, scope and geographic support over the coming months.

IRC seeks a dynamic programme implementer to fill the role of Sexual and Reproductive Health (SRH) Manager. The SRH Manager will be responsible for SRH programs in Ukraine. The SRH Manager will be the focal point for IRC’s SRH services in the field supporting program implementation to ensure the delivery of high quality reproductive health services. They will be responsible for programmatic and operational aspects for the SRH aspects of the health team, as well as representation with key actors in the field including the Ministry of Health, UN agencies and other NGOs.

OBJECTIVES:

Under the supervision of the Head of Mission and the Deputy Director of Programme (DDP) and with technical support from Health Coordinator and Emergency Health Technical Advisors, the SRH Manager will be responsible for ensuring that IRC health programs are implemented to a high technical quality, in line with international standards and best practices, and on track to meet grant requirements.

RESPONSIBILITIES:

Program Management and Development

· Oversee the implementation of quality emergency SRH programs and operations and ensure that program goals, objectives, targets and activities are met, as stated in the donor agreed project work plans and log frames.

· Prepare program work plans in coordination with the Health Coordinator and Field Coordinator/Manager for all projects.

· Conduct regular monitoring visits to the various project sites, ensuring that projects utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health, WHO, and partners. Identify technical quality and/or other implementation issues, and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.

· Ensure that the SRH programming is implemented in line with the IRC principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming.

· Assess unmet needs in the health sector with a special focus on Sexual and Reproductive Health and make recommendations for how IRC can better address identified unmet needs, contributing to the IRC’s health strategy.

· Work closely with other IRC programs present in the same location, such as Women’s Protection and Empowerment, Integrated Community Case Management and nutrition, and integrate program components to the extent possible.

Grant Management and Reporting

· Work with the health coordinator to develop work, spending and procurement plans for all projects.

· Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.

· Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.

Coordination & Representation

· Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

Monitoring and Evaluation

· Ensure all required donor reports are completed on time and to a high standard.

· Oversee the collection and timely reporting of program data and indicators for all health programs in line with IRC’s guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.

Other Duties

· Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.

· Other duties as assigned by the supervisor to enable and develop IRC programs.

JOB REQUIREMENTS

· Health professional: Strong SRH background and experience

· At least 2-3 years of international experience in implementing NGO health programs, preferably in complex humanitarian and/or emergency settings.

· Experience in implementation of CCSAS, CMR, and integrating Protection into SRH case management and referral.

· Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives.

· Demonstrated experience in capacity building and mentoring of national and international staff

· Computer skills in programs such as: MS Word, Excel, Powerpoint

· Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.

· Ability to be innovative, flexible, and adaptive.

· Ability to live in challenging conditions and ability to work under difficult, high pressure situations.

· Fluency in English and/or (other languages) required.
