Job Summary:

The Sexual and Reproductive Health & Rights (SRHR) Manager provides an overall management of the SRHR programming for CARE in Ukraine. The SRHR Manager is responsible for the oversight of health services and activities, partnerships, capacity building, supervision of technical staff, proposal development, internal and external coordination, and reporting.

Responsibilities and Tasks:

Strategic Leadership

• Provide input to continue to support CARE Ukraine – Emergency Response Strategy and long-term programming design related to SRHR reflecting developments and priorities on the ground, Ukraine Health Cluster Strategy/SRH/HIV sub-working group, and CARE and partner capacities and needs.
• Lead on new program design and identifying new opportunities for SRHR response including resource mobilization efforts grounded in locally led and gender and inclusion principles.
• Manage current partnerships and develop new ones with local health actors in keeping with principles of equitable partnership. Support capacity sharing efforts on gender-sensitive and community- driven approaches for health, particularly SRHRiE (aligned with the MISP) and COVID-19 efforts.

SRHR Program Implementation

• Support CARE partners implementation plans for SRHR programs reflecting CARE and Health Cluster/SRH SWG Strategy and CARE’s Rapid Gender Analysis.
• Collaborate with local partners to identify feasible modalities for provision of lifesaving SRH services in line with the MISP. Work closely with protection and GBV sector to implement strong integrated interventions at facility, community and referral levels.
• Identify opportunities for integration of Public Health in Emergencies (PHE) approaches to address COVID-19 mitigation and other potential disease outbreak, in collaboration with WASH team.
• Ensure SRHR programming is in line with best practice and quality technical standards grounded in a do no harm principle.
• Lead and support CARE and partners to develop Standard Operating Procedures (SOPs) for clinical services, health facilities, and to manage medical stocks.
• Provide SRHR information for proposal development and reporting purposes.
• Work with program support colleagues to ensure SRHR activities are fully included in budgets and procurement plans.
• Collaborate closely with other CARE sector and program quality colleagues (inside and outside Ukraine) to ensure joined up programming with a strong focus on gender and inclusion mainstreaming into SRHR activities.
• Support partners in monitoring SRHR activities in accordance with Ukraine Ministry of Health and health cluster standards.
• Lead and guide partners on site selection for SRHR programs based on assessments, humanitarian needs and gaps in the overall health response.
• Lead and oversee Monitoring & Evaluation (M&E) for SRHR programs in collaboration with CARE’s M&E Manager in line with CARE and sector standards.

Coordination, Representation and Advocacy

• Coordinate with other Health actors and service providers, and collect community input, to establish and strengthen referral pathways
• Represent CARE in Ukraine Health Cluster, SRH Technical Working Group, HIV Technical working group and other relevant coordination groups. Strengthen partnerships with UNFPA, WHO, Ministry of Health and other key actors in-country.
• Mentor / encourage CARE partners in participating fully in the coordination mechanisms, including reporting to the weekly 5Ws.
• Coordinate and liaise with other Health and SRH actors to compliment overall health sector’s approach and identify/fill gaps in

Human Resource Management

• Oversee SRHR staffing plan for CARE and support partner staff to do the same.
• Select and orient program staff/volunteers/partners for effective implementation of SRH Health programming.
• Support, coach and supervise staff to build capacity and strengthen quality of interventions
• Develop support strategies for staff, foster teambuilding, and introduce principles of self-care
• Provide supportive and constructive feedback, and conduct regular performance appraisals
• Develop work plans in line with financial pipelines
• Plan and procure supplies required for program activities, in line with budget and project timelines
• Ensure compliance with donor regulations

Liaison with CARE Deutschland and CARE International (CI) Federation

• Liaise with CARE’s Health, Equity & Rights team, particularly Global Leads for SRHRiE and PHE and other CARE colleagues engaged in the broader regional response efforts on a periodic basis.
• Safeguard and propagate CARE Ukraine interests in dealings with external parties in your areas of responsibility (e.g. other CI Members, Host Country Governments etc.) through proper review of Contracts, and Individual Project Implementation Agreements.
• Liaise with Desk officer in HQ and other CI members as required and ensure that all reports/proposals/information are submitted in a timely manner
• Liaise with CARE Poland and CARE Moldova/Romania offices to ensure coordinated SRHR approach to the Ukraine Regional Crisis.
• Respond to queries and correspondence from CARE Germany and other CI members in relation to SRH Health Programming.

Authority:

Education and Certifications

Master’s degree in Public Health, Sexual and Reproductive Health, or Social Sciences or related field with a focus on gender and health.

Clinical degree such as (Nurse, Midwife, or Doctor) is a plus.

Requirements:

• At least 5 years of experience in managing Sexual and Reproductive Health programs with a focus on service delivery (preferably with 2 years in a conflict or humanitarian settings)
• Excellent knowledge of health and SRHR humanitarian standards including the Minimum Initial Service Packages (MISP) for SRHR in crisis settings and Sphere standards.
• Experience with Gender Based-Violence (GBV) health programming including clinical care for survivors of sexual violence and knowledge of GBV guiding principles, and experience in the application of a gender informed, survivor-centered approach, and human rights-based approach to GBV Health programming.
• Experience and knowledge of health facility assessments, SRHR service delivery and other aspects of monitoring and evaluation (M&E) of health programs.
• Understanding and ability to assess provider competency and identify knowledge, attitudes and practice gaps to improve SRH service delivery.
• Demonstrated ability to network and liaise with UN, coordination mechanisms, government and donors.
• Excellent skills in project design and program management.
• Supervisory experience, both of direct line management and technical oversight/management
• Fluency in English. Fluency in Ukrainian a distinct advantage.

Preferred:

• Experience as a trainer on MISP and clinical SRH provision
• Understanding and demonstrated experience on health programming with sexual and gender minorities (LGBTIQ+) populations.
• Understanding of intersectionality and how it relates to accessing health services for marginalized populations.
• Knowledge and experience in innovative service delivery models including telemedicine, community-based distribution, task-shifting and mobile health clinics.

Working & Living Conditions

Main duty station will be the office in Lviv in the Western region of Ukraine with possibility of moving this office to Kyiv. Expected percentage of travel time: 10-30% to CARE project locations in any of the oblasts where CARE programs activities are conducted if the security situation allows.

The security situation is currently moderate in Lviv but may differ in project locations. This is an unaccompanied position; regular R&R is given. Staff live in a large guesthouse with shared bathrooms and shared cooking,
