Context:

The Treasury Division forms part of the Department of Finance and Administrative Management and is responsible for the custody and investment of IOM’s cash resources and all banking relationships and services.

The Treasury is responsible for all liquidity, cash management, and investment management in IOM. Treasury is increasingly tasked to provide practical support and lead strategical development for banking solutions across IOM.

Under the supervision of the Chief of Treasury, and in accordance with the overall direction of the Director of Finance and Administrative Management, the Senior Treasury Project Officer will be responsible and accountable for managing and overseeing Technical Projects related to the Treasury function at HQ and mission level. Specifically, he/she will manage the successful implementation of the selected global payment tool (FIS Trax) across IOM offices to connect local banks to the Oracle ERP platform, in partnership with UNICC.

Core Functions / Responsibilities:

  1. Oversee IOM Treasury technical projects and activities by ensuring both internal and external teams deliver on key milestones, objectives, and project timelines.
  2. Provide strategic insights into the global payment solutions and banking environment for IOM in collaboration with the Chief of Treasury and Senior Treasury Officer. This will be centred around the rollout of FIS Trax (see below) and includes evaluating and recommending technical solutions to meet IOM Payment, Treasury, and Banking requirements and ensure long-term scalability.
  3. Assess prospects for introducing automation and digitalization throughout the IOM Treasury management and application landscape.
  4. Manage coordination and implementation of Treasury business requirements throughout the Oracle implementation, while providing essential technical and functional guidance and support to the BT (Business Transformation) Treasury consultant involved in the Oracle implementation project.
  5. Lead the IOM Payment Hub project (FIS TRAX) provide guidance to the Treasury Project Officer who is responsible for managing the bank implementation and integration with source systems segments within the project. Assess possibilities and develop proposals for incorporating CBI payments capacities in FIS Trax, in conjunction with the CBI division.
  6. Serve as the Technical/Functional Owner of the Treasury RPA (Robotic Process Automation) solution. Take the lead on RPA technical projects with the support of the Treasury Officer responsible for RPA processes. Additionally, offer guidance to the Treasury Officers responsible for overseeing first-line support and the maintenance of these technical processes.
  7. Manage the assigned Technical Administrators of the Treasury Management System (TMS) and HQ e-banking platforms. Act as a technical administrator backup when required.
  8. Act as the Technical Administrator of IOM Payment Hub (FIS TRAX), including the establishment of new connections and the ongoing maintenance of existing connectivity with partner banks, using both SWIFT, EBICS, and Host to Host protocols.
  9. Coordinate and oversee the yearly SWIFT security assessment in conjunction with the Treasury Projects team, while collaborating closely with the IOM security and IT teams.
  10. Provide managerial and technical guidance to direct reports.
  11. Drives day-to-day project team activities to meet project milestones.
  12. Any other task as may be assigned by the Chief of Treasury

Required Qualifications and Experience:

Education

  • Master’s degree in business administration, Finance, Management, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree or equivalent qualification from an accredited academic institution/association (Association of Corporate Treasurers (ACT) qualification – Certificate level, CFA) in the above fields with nine years of relevant professional experience.

Experience

  • A minimum of 5 years of working experience in system administration on Treasury/banking applications. COUPA and FIS applications such as TRAX, Integrity is a plus;
  • A minimum of 5 years experience in a central Treasury Function (Back, Front, or Middle office but not including simple e-banking usage);
  • Proven experience in project management experience is required;
  • Prior experience in the implementation of a Treasury management system or payment solution, such as COUPA, FIS TRAX;
  • Proven experience in establishing and maintaining bank connectivity channels;
  • Experience delivering ERP integrations/ other automation solutions for Treasury;
  • Extensive hands-on experience in managing all aspects of payment processing, including payment flows, bank integration, various payment methods, and the handling of payment messages;
  • Knowledge in RPA (Robotic Process Automation) with UiPath would be an advantage;• Experience in managing technical teams and leading successful project implementations.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish and another UN language is an advantage.
