Multi-Country USAID MESP Support

Objective:

SI seeks a French and English-speaking Senior Third Party Monitoring (TPM) Advisor to provide high-level advisory services to multiple Francophone countries where SI is providing TPM services on USAID contracts. These include:

  • USAID/Mali, The Monitoring, Evaluation and Learning (MEL) Platform provides monitoring support through a TPM mechanism is the first of three components of the MEL Platform.
  • USAID/Haiti, The Haiti Evaluation and Survey Services Plus activity provides monitoring support through a TPM mechanism as the third component of the platform.

The goal of USAID MEL Platforms is to assist USAID and its partners to generate empirical data and to foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within Missions, and enable USAID to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201.

The principal customers for USAID MEL Platforms support are USAID Mission staff, other USG agencies, USAID implementing partners, host country government counterparts, and relevant offices in USAID/Washington.

Position Description:

SI is seeking a French-speaking Senior TPM Advisor to support existing teams of TPM specialists and local enumerators to ensure TPM services are of exceptional quality, innovative, use-focused, and localized to each TPM task and context. Therefore, it is expected that candidates will have comparative experience supervising TPM in challenging contexts. The TPM Advisor will be collaborating with teams in French and English and must be proficient in both languages. This position will be part-time and is anticipated to be primarily remote. It is anticipated that this position will require 25-30 days over the next 5 months, beginning in January 2023 with the heaviest workload January – March.

Responsibilities:

  • Support SI TPM teams by reviewing existing and/or draft TPM plans (site selection, toolkit designs, team training plans, data collection procedures, analysis methods and processes, dashboard and reporting contents and design, etc.), advising on best practices in complex TPM efforts.
  • Advise in consideration of, and with a high-level of awareness of, USAID’s ADS 201 guidelines and with USAID strategy, program, and activity level objectives.
  • Promote strong TPM data collection techniques and data quality through traditional methods as well as innovative approaches.
  • Provide mentorship on TPM processes, identifying weaknesses and threats to data quality, and identifying opportunities for quality control and improvement—including in the development of data collection protocols.
  • Collaborate on best practices in thoughtfully integrating learning from program monitoring and context monitoring efforts with the goal of understanding disparities in implementation & successes in addressing key gaps within programming,
  • Perform other real-time, on-demand advising on TPM as needed.

Qualifications:

  • Master’s degree in evaluation or related development field.
  • Ten or more years of prior experience designing, implementing, and reporting on monitoring efforts.
  • An additional five or more years of relevant prior experience leading or advising senior staff on complex TPM efforts.
  • Commanding knowledge of USAID project planning and procedures.
  • Ability to liaise with multiple agencies/clients.
  • Proven experience and ability to effectively manage a varied workload, meeting tight deadlines and schedules.
  • Great interpersonal communication and good team player.
  • Excellent computer skills particularly windows, Microsoft office applications, required.
  • Excellent writing skills.
  • General professional proficiency in French and English.
