Context:

Under the overall guidance of the IOM Jordan Chief of Mission (COM), technical and administrative supervision of the Senior Regional Project Coordinator, Global Fund Middle East Response Project Management Unit (PMU), the Senior Technical Officer (Public Health, M & E) will be responsible and accountable for the supervision, technical support, effective coordination, strategic direction and implementation of all health related assistance activities particularly Tuberculosis (TB), HIV and malaria within the Middle East Response (MER) Regional Project (currently implemented in five countries) funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria and managed through the regional PMU based in Jordan.

The Senior Technical Office is expected to carry out their duties in accordance with the strictest ethical standards, building and maintaining partnerships with Government, international organisations, and non-governmental agencies, and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Lead and guide technical, management, administrative and coordination support to implementation of MER through the Regional MER Project Management Unit and dedicated National Support Units within IOM / WHO Country Offices in five countries (likely to be expanded to more countries) funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria.

  2. Lead provision of technical support to the national TB, HIV and malaria disease control programmes within the respective Ministries of Public Health (MOPH) of all five MER countries coordinating closely with IOM national support units, technical partners, iNGOs and UN agencies and the donor; ensure the harmonized implementation of activities delivered within the framework of national health response strategies; ensure uninterrupted availability of essential medicines, commodities and diagnostics for three diseases; coordinate support to expanding access to new treatment regimens, protocols for lab testing and diagnostic algorithms.

  3. Ensure the achievement of maximum efficiency in program delivery through regular monitoring of project results, including briefing of senior staff and relevant counterparts on project achievement and challenges; validate grant performance and implementation through regular project site visits including remote monitoring when this is not possible; prepare reports (collate, compile and analyse data) on periodic project progress and achievement, problems encountered, identify budget efficiencies and coordinate rapid support to emerging needs.

  4. Facilitate and coordinate periodic (half-yearly) monitoring field visits by Local Funding Agent(LFA) designated by the Global Fund to validate grant performance and expenditure and review their comments, coordinate responses and adjustment of the project activities.

  5. Foster partnerships: actively engage in Middle East Response Technical Support Group(MER-TSG), and coordinate with national programmes, WHO EMRO and UNAIDS MENA and all other UN agencies involved in MER-TSG on technical, advocacy, partnership and policy support for effective implementation of MER and ensure proper utilization of this platform to address specific technical issues, topics, and gaps in MER grant supported countries.

  6. Lead capacity building: managing and sharing knowledge and technical resources with MER project teams and national program partners; development of HIV, TB and malaria clinical, programmatic and laboratory guidelines, protocols, SOPs and national disease control strategic plans; organization of regional trainings and workshops; engagement with Regional Disease Advisors from WHO, UNAIDS and other agencies; ensure internal and external lab quality assurance (EQA) to assure quality of diagnosis in the three diseases and support partnership between Aga Khan University supranational TB reference laboratory in Karachi and National TB Reference Laboratories in MER countries, etc.

  7. Resource mobilisation: lead new project proposal development and submission of funding requests to the donor(s); lead reprogramming of current grants at regular intervals in coordination with national programs, UN partners, donors to identify budget efficiencies and support new and emerging needs; development of project implementation work plans; setting performance frameworks for project monitoring and plan for monitoring; lead and coordinate response to critical budget needs within the challenging operating environment.

  8. Coordinate regular and systematic analysis of progress through the MER against the Sustainable Development Goals (SDGs), achievements against the objectives within the Global

Compact of Migration (GCM) and UN development framework specifically in the context of three diseases HIV, TB, and malaria – 90:90:90 treatment target to end the HIV epidemic, global framework for malaria elimination, the global EndTB strategy etc.

  1. Lead outbreak investigation, verification, risk assessment and rapid public health response in the event of public health emergencies; coordinate geopolitical and socio-economic contexts analysis of conflict affected countries in the Middle Eastern Region leading to in-depth analysis of public health requirements in the context of humanitarian emergencies in challenging operating environments; regular epidemiological analysis of disease trends e.g. incidence, prevalence, mortality, co-morbidity, early warning, outbreak response of communicable diseases specifically of HIV, TB and malaria.

  2. Supervise IOM staff directly involved in the daily operations and implementation of the project. Hire and supervise health consultants (including secondments), and facilitate professional development trainings for IOM staff, staff of National TB, HIV and malaria programmes, and partner agencies when needed.

  3. Lead the drafting of periodic technical progress reports and ensure the timely availability and dissemination of financial reports in line with required Global Fund and IOM reporting templates in close coordination with the MER Project Management Unit, Regional Office Cairo, MHD, Department of Resource Management (DRM) Crisis Support Unit and the Department of Operations and Emergencies at IOM Headquarters.

  4. Represent IOM at health and other coordination-related meetings; liaise and coordinate with national and international health and development assistance authorities, agencies, and organizations on issues relating to migrant health. Key counterparts will include Ministries of Health, WHO, UNAIDS, UNICEF, UNHCR, UNDP, WFP, the Global Fund, Health Cluster partners, national universities and international humanitarian and development donors among others.

  5. Represent IOM in various thematic public health forums for TB, HIV, and malaria for example, the International Union Against Tuberculosis and Lung Disease (The Union), WHO-EMRO regional Green Light Committee (rGLC), UNAIDS regional initiatives, Regional Malaria Task Force. Identify, design, and facilitate operation research initiatives on various project intervention.

  6. Explore potential entry points for expanded collaboration with local health authorities and partners on migration/emergency health-related activities; develop new ideas as well as identify, design and facilitate research activities in coordination with other IOM programme units and with relevant regional and HQ units.

  7. Coordinate closely with respective Chiefs of Mission, Senior Regional Project Coordinator and the Regional Office regularly updating them on the overall performance of MER and leveraging other IOM projects and programs to ensure effectiveness, coherence and integrity, including the establishment of strategic programmatic linkages on cross-cutting issues; ensure internal alignment with IOM mandate through GCM, and implementation effectiveness through organisational frameworks such MiGOF and MCoF.

  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least nine years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, or other related fields from an accredited academic institution with seven years of relevant professional experience.

Experience

• Experience managing (planning, implementation, and performance monitoring) of Global Fund projects (TB and/or HIV and/or malaria) in similar settings is essential; and

• Substantial experience in working with government and/or international agencies coordinating and or implementing tuberculosis control is a distinct advantage.

Skills

• Effectively applies knowledge of health issues in the execution of responsibilities at appropriate level;

• Maintains confidentiality, data protection and discretion in appropriate areas of work;

• Delivers on set objectives in hardship situations;

• Effectively coordinates actions with other implementing partners; and

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
