FHI 360/Philippines (www.fhi360.org) is in search of candidates for Senior Technical Officer, Clinical Services position to join the USAID-funded EpiC HIV project in the Philippines.

PROJECT DESCRIPTION:

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.

JOB SUMMARY

The Senior Technical officer for Clinical Services position will lead the technical officers for prevention and testing, and treatment and care provide technical support and guidance to HIV care and treatment interventions under the EpiC-HIV Philippines Project. This position oversees technical HIV prevention, testing, care and treatment activities and supports development of technical strategies, and designs and conducts training and activities.

KEY RESPONSIBILITIES

  • Provides technical and programmatic expertise in HIV prevention, care and treatment activities for men who have sex with men, transgender people and other key populations, including people living with HIV (PLHIV) through community-based outreach, peer education/navigation, health clinic/hospital/other public and private facilities.
  • Responsible for the development, implementation and oversight of technical activities for clinical services in the annual EpiC work plans.
  • Oversees production of timely and accurate technical reports to FHI 360 and USAID as required.
  • Ensure quality work on standard operating procedures contextualized to the Philippines environment assuring confidentiality and mitigation if required for key population and PLHIV groups.
  • Coordinate with EpiC program sub-team in strengthening capacity and providing ongoing support to assigned, community-based implementing partners (IPs) who provide the above-described HIV care and treatment services for members of key populations and PLHIV.
  • Support data analysis and use of data in quality improvement of HIV prevention, testing, care and treatment and viral load interventions
  • Liaise as assigned with public- and private-sector hospitals and community clinics to ensure continuity of care and effective patient tracking for PLHIV between community-based and facility-based healthcare services. Assist as needed with provision of strengthening capacity and technical assistance for facility-based healthcare providers.
  • Provide technical support to EpiC Philippines Senior Technical Advisor and EpiC Philippines Project Director.
  • Coordinate with the EpiC program. technical, strategic information and finance sub teams to ensure smooth implementation and alignment of program activities across IPs.
  • Delivers presentations at professional meetings and conferences.
  • Ensures project implementation, adheres to company strategy, and remains technically sound.
  • Assist in identifying additional opportunities for EpiC Philippines involvement in strengthening HIV prevention, case finding, care, support and treatment services for PLHIV.
  • Assist in the development and dissemination of tools, materials, reports, papers, and intervention for research projects as appropriate.
  • Work closely with the EpiC program sub-team to ensure treatment, care and support activities are implemented according to standard operating procedures (SOP’s).
  • Write and edit technical reports and documents. Assist with publications, web pages, and presentations.
  • Conduct searches of published literature in assigned technical area.
  • Monitor and maintain protocols, instruments, data sets, manuals, training materials and reports.
  • Perform other duties as assigned.

REQUIRED SKILLS

  • Proven skills in the implementation of HIV prevention, care, and treatment programs for men who have sex with men and transgender persons in Philippines.
  • Knowledge of processes for developing and implementing HIV prevention, care, and treatment programs with key population groups in Philippines.
  • Understands the HIV-related needs of key population groups in Philippines and have worked to support and implement activities to reduce stigma and discrimination.
  • Proven skills in mentoring, leadership and networking.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Philippines.
  • Written and verbal communication skills and editing skills in Tagalog and English.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Ability to travel within country or region and internationally if needed.
  • Knowledge of PEPFAR programming and reporting

REQUIRED EDUCATION AND JOB EXPERIENCE

  • Doctor of medicine is preferred. BS/BA or MS in public health, nursing, social science, or related field, and 3 – 5 years relevant experience with international development programs and field experience.
  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
  • Experience working with civil society organizations to plan and implement clinical HIV programs.
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID.
  • Experience of establishing strong working relationships with colleagues from different organizations and cultures.
  • Experience identifying, designing, and brokering public-private partnerships.
