m2m is seeking a highly-skilled and organised Senior Technical Development Lead to work with m2m’s Head Office global programme and technical division in supporting new development opportunities for m2m’s expanding programme portfolio across all entities (SA, UK and US) and African countries. The STDL will work closely with the BD Director to support the design implementation of a global approach to business development designing strategy, processes, systems and tools to ensure efficient and optimal turnaround of opportunities across the entire lifecycle – horizon scanning, capture, ideation, co-creation, proposal production and delivery to ensure mothers2mothers is delivering the highest quality of proposals leading to appropriate and ambitious revenue for the implementation of our strategic plan. Core m2m global health areas include: reproductive, maternal and newborn child health (RMNCH), prevention of mother-to-child transmission (PMTCT), HIV/AIDS, nutrition, infectious diseases, integrated management of childhood illness (IMCI), early childhood development, adolescent health, and select non-communicable diseases; as well as innovative and effective peer mentor approaches. The STDL provides core support for organisational grants and proposal development, including proposals to foundations and trusts, corporations, and select high net worth individuals, in support of global fundraising functions. This position reports to the Director, Programmes and Technical Support. This position will work closely with the Programme and SI Units in DPTS as well as Business Development, Global Resource Mobilisation, and Country Management Unit.

**Key Performance Areas:
Development Functional Leadership (DPTS: **

  • Managing, coordinating, and supporting DPTS internal proposal development (including strategy, design, writing, and reviewing of technical proposals, concept notes, cases for investment, applications, etc.) for existing and prospective institutional donors—U.S. Government (USG) international development and health agencies (i.e., USAID, PEPFAR, CDC, and NIH), other bilateral donors (e.g., DFID, CIDA, and SIDA), multilateral agencies (e.g., UNICEF, UNDP, and the Global Fund for AIDS, TB and Malaria), foundations and corporations, and host country agencies (e.g., Ministries/Departments of Health, Social Development, etc.)
  • Lead a high-performing, agile DPTS team who constantly adapt to the proactive and reactive needs of the revenue streams we are targeting i.e. multi & bilateral, trusts & foundations, private sector and strategic philanthropists
  • Be a key contributor and stakeholder in strategy production for all m2m target partners across all revenue streams.
  • Lead DPTS strategy production for a portfolio of key partners including USG
  • Systematically designs and revises resource development policies, procedures, and practices, effectively communicating guidance internally, and overseeing implementation of best practices for DPTS in line with organisational processes.

Opportunity capture planning:

  • Manage DPTS’ efforts to plan for and prioritize new business opportunities;
  • Manage the DPTS’ business opportunity review process for new opportunities and prioritise those that add the most value from a technical and a business standpoint, including preparing written briefs of business development opportunities for DPTS;
  • Develop and implement best practices for pre-proposal activities and deliverables (timely capture);
  • Desktop reviews and research of innovative, evidence-based approaches that will inform proposal development

Donor Proposals:

  • Lead proposal design workshops for HO and country-based staff;
  • Develop technical scopes of work for pre-teaming and teaming agreements;
  • Oversee and/or serve as proposal coordinator and/or head offce backstop for certain m2m bids;
  • Support and/or lead preparation of proposal components such as logic models and other technical design documents, past performance references, technical narrative, log frames, and results frameworks, etc., ensuring high technical quality of all proposal components;
  • Support development of BD’s staff technical understanding and provide capacity building efforts among relevant m2m country and HO staff;
  • Contribute to initiatives to improve proposal design

Partnership management:

  • Cultivate, interact and network with potential partners, competitors, and major international health groups to keep up on the latest developments in global health programmatic and funding trends;
  • Analyse identified public-private partnerships (PPPs) with private sector, foundation, and non-governmental partners;
  • Input contact and summary notes from conversations with partners and funders in SalesForce
  • Contribute to initiatives to improve proposal design;
  • Desktop reviews and research of innovative, evidence-based approaches that will inform proposal development
  • Participate in the review of proposals to ensure high technical quality and adequate resources are dedicated to start-up and close out

Qualification and Experience:

  • Masters in relevant field in Public Health, HIV/AIDS, RMNCH, early childhood development, social sciences or related field;
  • Minimum of seven (7) years of progressively responsible, professional-level experience on Public Health, HIV/AIDS, RMNCH, or early childhood development issues with at least five years’ experience in an international or resource challenged setting; in-country experience in Africa is required;
  • Demonstrated experience designing proposals and projects, with success in designing winning proposals for a wide range of funder types, including multi- and bi-lateral (e.g., USAID, CDC, FCDO, SIDA, EU, Irish Aid, etc.), corporations, foundations and trusts in the areas of global health, HIV/AIDS, RMNCAH, early childhood development, social sciences or related field;
  • Knowledge and experience with providing extensive technical input on proposals aligned with organisation priorities;
  • Demonstrated experience in planning, managing, monitoring and advising RMNCH programmes or general health programs with RMNCH being a significant component;
  • Experience with knowledge management practices including compilation and documentation of lessons learned and best practices;
  • Demonstrated experience in capacity building and a strong research background within RMNCH programming areas;
  • Demonstrated experience working with diverse groups of stakeholders such as government, non-governmental organizations, philanthropists and private sector partners;
  • Strong analytical skills and ability to interpret request for applications (RFA), request for proposals (RFPs), and tender documents;
  • Ability to organize, analyze, interpret, and utilize epidemiological studies, programme performance information, and other available quantitative and qualitative RMNCH data;
  • Excellent ability to write clear, detailed technical reports, policy briefs and other documents of substantial length and complexity with minimal errors at speed;
  • Excellent communication skills, with the ability to synthesise, organise and communicate complex ideas swiftly and with brevity;
  • Ability to effectively address complex situations using strong interpersonal skills;
  • Strong initiative, self-motivated, self-starter, and an innovative thinker who is intellectually curious with the ability to think outside-the-box;
  • Ability to work independently and in collaboration and coordination with a diverse group of stakeholders in a dynamic, complex and rapidly changing environment;
  • Software Proficiency: Microsoft Office Applications (including SharePoint); Salesforce;
  • Willingness to travel domestically and internationally.
