Overview of position:
Our client Transition and Recovery Pillar (TRP) encompasses their Somalia’s Community Stabilization Unit (CSU) & Disengagement, Disassociation, Reintegration & Reconciliation (DDRR) program & addresses the multifaceted drivers of instability to support the Somali government & communities to build peace & lay the foundations for longer term, sustainable recovery through activities that restore trust horizontally between communities & vertically between communities & government authorities in newly recovered & fragile areas. Within this mandate, TRP works with marginalized & at risk youth on Preventing Violent Extremism (PVE) & to promote social cohesion & supports the Federal Government of Somalia’s (FGS) national program for the treatment & handling of disengaged combatants in South West & Jubaland. TRP also supports the FGS’s & Federal Member State (FMS) level stabilization strategies in programs that works in Galmudug (GM), Hirshabelle (HS), South West (SWS) & Jubaland (JSS).
Our client’s CSU is currently implementing numerous projects which include the EU funded Breaking the climate conflict cycle in Hirshabelle, the USAID funded Stabilization Through Education Program (STEP), the Danish funded forging a greener peace in the Hirshabelle state of Somalia, the FCDO funded Rapid Stabilization Support to Somalia (RSS) & the USAID funded Stabilization & Reconciliation in Somalia (SRS), among others in the pipeline by other donors.
In view of CS programming expanding portfolio, under the overall supervision of the Senior Program Coordinator (Community Stabilization) & under direct supervision of the National Technical Officer (Chief Engineer), the CSU seeks to recruit two Senior Technical Assistant (CS / Engineering) who will monitor infrastructure works in the target program locations. The 2 positions will be based in Mogadishu.

Role objectives:
Participate in the physical assessment of infrastructure activities in all target locations.
Prepare BOQ & share to the Chief Engineer.
Provide technical inputs on environmental implications of infrastructure activities.
Develop standard forms for regular monitoring reports including progress of work, adequacy of materials used & details of work done along with measurements to show compliance with the BOQ & completion certification.
Assist to monitor construction & rehabilitation with the best professional & consulting standards to ensure that the building works are executed as per specifications & BOQ.
Submit inspection reports based off contractual deliverables.
Submit weekly progress updates to the Chief Engineer & CS Program Coordinator of all infrastructure activities in the target location.
Monitor that the construction materials brought to site by the contractor(s) are in accordance with the specifications & are tested as per standard practices & submit report to CSU management.
Adhere to & promote quality control standards.
Record measurements of the work done as basis for facilitating payments to the contractor(s) at agreed stages of construction.
Detailed measurements of the works shall however be recorded jointly with the contractor.
Prepare periodical progress reports whose nature & frequency depending on the magnitude of the project & reviewed for submission to management and submit to CS Engineers.
Maintain estimates & comparative statements of project costs & submit reports to CS Engineers.
Facilitate regular site meetings.
Draft clarifications, amendments or supplementary documents for the Chief Engineer’s finalization, should errors, omissions or conflicts in drawings, specifications or other contract documents be discovered.
Review “as built” drawings to reflect the actual works executed on ground during implementation.
Perform any other duties as may be assigned.

Project reporting:
This role works under the overall supervision of the Senior Program Coordinator (Community Stabilization) & under direct supervision of the National Technical Officer (Chief Engineer).

Key competencies:
Bachelor’s degree in architecture, civil & structural engineering or building engineering & experience in urban development in insecure, or post conflict environments with 5 years of experience an advanced university degree in civil & structural engineering is considered an advantage.
Preferable 5 years of relevant professional experience in civil & structural engineering projects.
Experience in urban development in insecure, or post conflict environments.
Sufficient capacity to undertake the aforementioned responsibilities in Somalia, specifically in Marka, Kismayo & Barawe.
Experience & ability to produce & / or check the drawings including but not limited to site plans, architectural, structural & MEP drawings, cost estimation, BOQ & other layout plans which may be presented by prospective contractor(s).
Demonstrated experience in project cycle management.
Experience in working with international organizations, governmental institutions & / or aid organizations.
Experience in working with government authorities including knowledge of building bylaws & building requirements an asset.
Experience in construction / renovation work in Somalia is an asset.
Excellent computer skills, including MS Office suite, including knowledge & experience in relevant civil engineering software programs ie, CAD based applications such as AutoCAD & / or Archi CAD for review of designs where necessary.
Ability to produce & / or check the drawings including but not limited to site plans, architectural, structural & MEP drawings, cost estimation, BOQ & other layout plans which may be presented by prospective contractor(s).
Strong skills in analysis & problem solving.
Ability to carry out effective technical & feasibility studies, as well as site investigations.
Ability to effectively monitor & drive project activities.
Profound ability to carry out safety analyses & stability as well as quality control.
Strong ability to plan & manage project resources & budgets.
