Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

Norwegian People’s aid is looking for a new Senior Technical Advisor (STA) to manage our capacity building project funded through the U.S. Department of State. The project aims to strengthen Vietnam Mine Action Centre (VNMAC) through the transference of skills and technical expertise to VNMAC staff and relevant civilian and military mine action operators. The objective is to enhance Vietnam’s Conventional Weapons Destruction program capacity and assist VNMAC by supporting its role as the official coordinating body for the mine action sector in Vietnam.

The STA will be based in Hanoi, Vietnam within the VNMAC, and housed in the same building as the Deputy Director General.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

  • Relevant higher education or equivalent qualifications (result focused mine action NGO or commercial EOD work, overseas relief and development programmes or military qualifications with international deployments).
  • Minimum 10 years of extensive experience in working in an advisory position for national or provincial mine action center, or a government department.
  • Diplomacy and facilitation experience in working successfully with senior government counterparts.
  • Proficiency in the International Mine Action Standards (IMAS).
  • Extensive experience in project management.

What you will do

  • Advise and assist VNMAC and its senior management towards its strategic direction and by developing and implementing its immediate, intermediate and long-term plans.
  • Liaise with the Deputy Director General as the key point of contact with the VNMAC, and work with him on a daily basis to develop the required framework for the VNMAC to effectively oversee the implementation of the Vietnam Mine Action Program.
  • Advise and assist the VNMAC, Quang Tri Mine Action Centre and Quang Binh Database Coordination Unit with strategic direction and help facilitate a close relationship between the national and regional cooperation, coordination and regulation.
  • Responsible for line management of a small team of national and international project staff.
  • Provide the VNMAC with technical support and advice in the development, review and updating of Vietnams mine action legal framework including: Laws, Ordinance, Decrees, Decisions, Circulars and Regulations.
