This 6-month temporary duty assignment (TDY) is open ONLY to current CARE employees. The dates will be from October 2022 to mid-April 2023

The Health Equity and Rights team currently has 1 person on its Resource Mobilization team, Shefa. She is the focal point for all health-related resource mobilization opportunities related to US Government, foundations, corporate and private donors, and individual giving. She is also responsible for USG engagement with health technical sector focal points. As Shefa will go on maternity leave, we require a 6-month TDY position to fill these essential roles: 1) Assess and prioritize health and cross-sectoral proposal opportunities for alignment with HER focus areas, 2) Scope health proposal opportunities to assess competitiveness in collaboration with Country Offices and technical sectors, 3) Serve as technical lead and completing all technical deliverables on USG proposals in Asia region, 4) Present overall health strategy and health overview for donor engagement, and 5) Regularly engage USG technical focal points with health technical updates.

Responsibilities:

  • Serve as the focal point for resource mobilization focused on Health Equity and Rights for all CARE stakeholders. When being contacted by others about any funding opportunities, this person will provide initial guidance and direction, assess proposal opportunities in alignment with HER focus areas, and prioritize opportunities in consultation with HER Senior Leadership. For assessment of opportunities this person will coordinate with HER technical staff and Country Office (CO) staff needed.
  • Once health proposal opportunities are identified as priorities as outlined in Step #1, this person will lead HER team’s initial information gathering on the opportunity. Based on focus area of the proposal, this person will work with the Senior Leadership to assign a HER team member as technical lead. This person will coordinate with HER team members on their availability for leading proposal technical deliverables. In collaboration with IFS (or relevant CARE fundraising team), COs and technical leads, this person will assess CARE’s competitiveness and help develop and/or strengthen capacity statements and support proposals as needed.
  • Serve as technical lead on development of all technical deliverables for USG proposals focused on Asia region. For any USG proposals that are focused in Asia, this person will lead technical deliverables including results framework, interventions, technical approach, geographic prioritization, illustrative activities. This work will be done in collaboration with IFS, COs, other HER team members as required, other sector technical staff, and any assigned writer from IFS. This person will support the assigned writer in development of the technical proposal narratives. This person will provide technical input on key personnel to the recruitment team and on partnerships with proposal managers.
  • Present CARE’s overall health strategy and provide overview of health programs and focus areas for donor engagement, including for private, foundation, corporate, and USG donor meetings. This person will collaborate with HER technical focal points to present HER portfolio on donor engagement meetings in response to requests from relevant CARE fundraising teams.
  • Regularly engage USG technical focal points with health technical updates: On a quarterly basis, this person will engage health focal points HER team has identified at USAID and CDC on health technical updates, including 1) New reports and analyses from CARE, 2) Updated project evaluation results. This will include focal points throughout USAID Headquarters based on technical area. This person will also support COs in engagement to USAID missions on health technical updates as part of technical engagement and pre-positioning for proposal opportunities in collaboration with IFS strategic engagement teams. (This is a preference not a requirement).

Qualifications:

  • Advanced University degree in Business, public health, global health, or any other related social sciences field.
  • Minimum of 5 years of proven, hands-on working experience in fundraising and donor engagement
  • Knowledge of donor priorities and trends in global health
  • In-depth knowledge of global health
  • At least 3 years experience in managing and/or implementing health programming in Asia
  • Technical expertise on health programming in Asia region
  • Demonstrated experience and successful track record in leading development of proposals for large and small donors
  • Experience working with USG, private sector donors, foundations, and corporate donors
  • Experience working with cross-cultural, global teams
  • Ability to adapt to changing circumstances and prioritize tasks within complex workload
  • Commitment to inclusion and diversity in the workplace
  • Technical expertise on health programming in Asia region
  • Excellent organizational, writing and communication skills
  • Expertise required in in Word, Excel, PowerPoint
