Job Title: Senior Technical Advisor, Resilience and Food Security

Overview: IBTCI is seeking a Senior Technical Advisor, Resilience and Food Security for an upcoming USAID/Bureau for Resilience and Food Security (RFS) Evidence Aggregation for Programmatic Approaches Proposal. USAID’s Bureau for Resilience and Food Security (RFS) leads USAID’s efforts to implement measurable solutions to sustainably reduce global hunger, poverty, malnutrition, and water insecurity. To support these efforts, RFS strives to use evidence to inform its decisions and planning. While approaches are conceived of as “evidence-based”, the availability of formal evidence aggregation and syntheses is mixed. This gap raises questions about the degree to which promoted technical approaches are evidence-based, limit the ability of the bureau to assess and incorporate new evidence, and prevent the identification of key evidence gaps.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide technical expertise in evidence aggregation and analysis, machine learning, evidence gap maps (EGMs), performance indicator reference sheets (PIRS), datasets, and other directly related topics.
  • Provide subject matter expertise in resilience, food security, environment and WASH, and other topics directly related to the subject matter of this proposal.
  • Assist in developing the overall strategic framework for the RFS proposal; and,
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least 10 years of experience working on USAID/Resilience and Food Security Bureau projects related to analytic research and learning activities and/or evidence aggregation and evidence gap maps, and/or machine learning program for support mechanisms.
  • At least 5 years of subject matter experience in resilience, food security, and other related topics;
  • Demonstrated experience in facilitating discussions including leading brainstorming, white boarding, and other tools to direct and guide development of a proposal strategy.
  • Prior experience in supporting/writing winning proposals; and
  • Excellent oral and written communication skills in English.

Education: Master’s degree in social sciences, data science or related field, with a specialization in any one or more of the following: monitoring and evaluation, political science, international relations, resilience, food security, evidence aggregation and analysis, machine learning, or related field required. PhD preferred.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated experience publishing academic articles in related fields;
  • International experience on related projects;
  • Prior experience working within the USAID Bureau of Food Security, Feed the Future, World Food Program, or related programs.

Working Environment: Work is typically performed in an office environment.
