Required Experience: A minimum of a Master’s degree in disciplines related to protection and humanitarian response. A minimum of 6 years of work experience in protection, especially as related to child protection, preventing sexual exploitation and abuse, and other forms of gender-based violence in humanitarian and crisis settings including among refugee and displaced populations is required. The candidate should demonstrate Knowledge of USG’s priorities and strategies in humanitarian settings, including PRM and BHA, and their applications in designing and implementing protection components in World Vision’s humanitarian operations. The candidate should be able to work with multiple and culturally diverse teams, collaborate virtually and demonstrate strong verbal and written communication skills in English.

Work Authorization: Must be authorized to work in the U.S.A. for any employer.

Travel: Up to 25% of time both in development and fragile contexts and willingness to deploy to the field for short durations when needed.

The Job:

World Vision is looking for a Senior Technical Advisor for Protection in Humanitarian Setting to join our dynamic Child Protection and Education team, support business development, cultivate learning, build evidence, carry out research, lead design, provide technical inputs to proposals, and deliver assistance in Protection to humanitarian programs and technical staff in select national offices across the globe. The candidate will bring best practices in Protection to World Vision humanitarian response interventions that will protection especially for vulnerable populations in humanitarian crisis and emergency situations.

The individual will provide technical assistance to position World Vision as a leader in innovative and quality Protection responses. The Senior Technical Advisor will support acquisition of critical public and private funding resources and build and strengthen partnerships with donors, peer organizations and collaborating agencies. The position also requires strong collaboration with World Vision US Humanitarian AEmergency and Affairs (HEA) team as well as World Vision International Global Rapid Response Team and external representation of World Vision’s programming in the humanitarian settings as related to protection to major public and private donors, foundations, NGOs, research and learning partners, private sector partners and other professional organizations. This position may be based in the WVUS DC office or work remotely from within the US.

Your Responsibilities Will Include:

Program Quality:

  • Provide sector-specific technical support to WVUS’ International Programs Group’s Program Implementation teams, in the area of protection in humanitarian settings.
  • Collaborate with other related Senior Technical Advisor within World Vision US, including Child Protection, Education, Livelihoods, GESI, and others in designing quality interventions for protection in humanitarian settings, and ensure that protection principles are mainstreamed through all sectors.
  • Design and lead on research, learning and evidence building in protection in humanitarian settings
  • Give strategic technical guidance on sector-specific issues to ensure that promising practices, new developments, and lessons learned are incorporated into World Vision’s programming.
  • Participate in the technical oversight of grant-funded projects and portfolios, including setting standards, tools development, capacity building, and monitoring and evaluation.
  • Review and provide sectoral feedback on implementation reports for public and private grants.
  • Support the development and dissemination of evidence and best practices, primarily in the area of protection in humanitarian setting.

Resource Development:

  • Support the identification and assessment of funding opportunities and contribute to the development of resource acquisition streams.
  • Collaborates with the other Senior Technical Advisors and new business development teams to acquire funding (grants) from US government agencies and private donors to increase reach/coverage of quality and high-impact programs that improve protection of vulnerable populations in humanitarian settings.
  • Write or contribute to pertinent technical sections in proposal documents to address protection humanitarian, conflict and crisis contexts.

Strategic External Engagement, communication, and WV Partnership Engagement:

  • Cultivate and strengthen strategic partnerships with various donor agencies and institutions (USG federal agencies, selected foundations, multilateral agencies, private sector, and academic and research institutions), locally and internationally
  • Represent WVUS in sector-related global/regional networks, working groups, conferences, and external communications and social media
  • Collaborate with the Advocacy team and partners, locally and internationally, to push forward the agenda for protection in humanitarian settings
  • Participate in WV Partnership Child protection, GESI, HEA and other relevant working groups in the design, development, revision, documentation, best practice dissemination and promotion of WV models, strategies, policies, standards, guidelines, working papers, tools, and training materials.
  • Maintain awareness of the organization’s goals, objectives, organizational announcements, and activities. Reference and follow organizational policies and procedures, seeking clarity as needed.
  • Perform other duties as assigned.

You Bring These Skills:

We’re looking for a well-rounded and versatile Senior Technical Advisor who is a good communicator, problem-solver, and dedicated to improving protection in humanitarian settings. To be successful in this role you’ll need to have strong proposal writing skills and expertise in mainstreaming protection principles into proposals design to achieve meaningful protection outcomes that reduce overall risks to affected populations. You will be expected to work effectively across teams for knowledge sharing, robust program design and implementation. Those include the WVUS child protection and education team, Humanitarian and Emergency Affairs (HEA), food security & livelihoods, water, sanitation and hygiene, gender, and social inclusion teams, as well as the WV Global Rapid Response Team. We are hoping that you will strengthen our visibility in the protection sphere in humanitarian settings by maintaining collaborative relationships with related networks, bilateral and other NGOs by being viewed as a knowledgeable resource in the sector.

Education and Experience:

  • Master’s degree in a discipline related to international development, social science, GESI or protection.
  • Minimum 6 years work experience in protection in humanitarian settings
  • Strong knowledge of donors’ policies and strategies related to protection and humanitarian response and best practices, preferably with demonstrated experience working with USAID/BHA and State Department/PRM proposal application guidelines
  • Experience in monitoring, evaluation and learning in protection in humanitarian settings
  • Excellent verbal and written communication skills in English.
  • Must be able to establish strong relationships cross culturally.
  • Proven work experience securing and/or managing significant funding from institutional donors.
  • Deep technical knowledge in protection, preventing sexual exploitation and abuse, and other forms of gender-based violence in humanitarian settings.
  • Proficiency in English and preferred proficiency in other language(s) particularly French or Spanish.

Additional Skills We Are Interested In:

  • Experience and familiarity with PRM, BHA and other humanitarian funding donors’ priorities, and strategies.

  • Personal Computer skills in Microsoft Office (i.e., Word, Excel, PowerPoint, etc.)

  • Up to 25% travel per year, including willingness to participate in short-term deployments in the field if need arises.

  • Ability to manage multiple, competing priorities in a fast-paced work environment.
