Overview

Jhpiego seeks a Senior Technical Advisor, Market Access, to provide technical leadership, strategic direction, and oversight for market access activities for an upcoming Unitaid-funded triple elimination (HIV, Syphilis, Hepatitis B) global project. The $20 million project aims to support countries to design and deploy integrated elimination programming, overcome market barriers that limit access to critical commodities and build demand for integrated elimination programs. The project will operate over a 3-5 year-period.

The Senior Technical Advisor, Market Access, will be responsible for driving the strategy development and its execution for both demand- and supply-side activities to improve availability and affordability of critical commodities for triple elimination (in-vitro diagnostics, medicines, and vaccines) in sub-Saharan African countries. The Senior Technical Advisor, Market Access, will ensure technical and methodological rigor as well as alignment of market-shaping strategy with country needs. The Senior Technical Advisor, Market Access, will supervise the project market access team that includes an external partner and ensures coordination and communication across Jhpiego and partner activities.

Responsibilities

  • Oversee the development and execution of market access strategy for critical triple elimination commodities, working across multiple Jhpiego country teams and an external project partner
  • Support the development of country-level workplans to facilitate the execution of regional-level goals and objectives, while maintaining fidelity to national priorities
  • Provide technical assistance to Jhpiego country teams as needed to ensure critical, quality-assured triple elimination commodities are registered, integrated in the national supply chain system, and budgeted for in donor or country budgets in project countries
  • Identify and promote peer-to-peer learning opportunities between Jhpiego country team staff and an external partner
  • Coordinate with regional and global partners to support market access for triple elimination commodities, including WHO AFRO, PEPFAR, GAVI, Global Fund, Africa CDC, RECs, and manufacturers.
  • Design and develop approaches and tools to conduct baseline assessment in project countries for product registration status, product availability, pricing, and commodity financing
  • Design and develop approaches and tools to collect market data and provide strategic and technical guidance to Jhpiego country teams on the market analysis and business case development for supplier negotiation
  • Monitor the pipeline of triple elimination products that may be launched during project lifetime
  • Identify opportunities to share and disseminate evidence, best practices, and lessons learned regionally and promote peer-to-peer exchange among national governments
  • Supervise a team of market access advisors in project countries, ensuring high-quality implementation of all market access activities
  • Work with project and financial staff to prepare and track progress of project and activity budgets
  • Collaborate with an external partner to train and mentor project staff on market analysis, business plan development, and manufacturer negotiation strategy.

Required Qualifications

  • Advanced degree in management, business administration, public health or a related field;
  • Minimum 10 years of relevant experience, preference for candidates with background in go to market strategy, market access, new product introduction and uptake, product commercialization, and market-shaping for health products in the LMIC market
  • Experience with large, multi-partner, multi-year international health sector projects that have implemented successful activities in HIV, MCH or infectious disease in sub-Saharan Africa
  • Previous experience working with major donors for commodities (PEPFAR, GF, and GAVI), manufacturers, wholesalers, and distributors of in-vitro diagnostics, medicines and vaccines
  • Experience in designing and conducting relevant market analyses, building demand forecast, and developing business cases to negotiate with suppliers of health products
  • Understanding of PEPFAR, GF, and GAVI planning and budgeting processes
  • Experience with new product introduction and scale-up of medicines, in-vitro diagnostics, or vaccines in LMICs
  • Ability to build strategic relationships and interact with individuals of different backgrounds
  • Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement strategic new initiatives in uncertain and evolving environments
  • Ability to coach, mentor and develop technical capacity in project and technical staff
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Proven stakeholder relationship management skills
  • Excellent skills in facilitation, team building, and coordination
  • Excellent business-oriented oral and written communication skills in English
  • Working knowledge of French is a plus
  • Ability to travel nationally and internationally

This role is exclusively open to candidates who are already located in any of the countries where Jhpiego currently operates

Total compensation will be based on the country of hire and Jhpiego’s local compensation plan.
