The Senior Technical Advisor, Gender will be responsible for providing overall strategic and technical guidance to ensure JSI’s global program strategies, activities, monitoring, evaluation, and learning are gender-intentional and gender-transformative.

The Senior Technical Advisor, Gender will develop JSI’s overarching gender strategy which will inform all of JSI’s activities in global projects implemented outside the United States. The gender strategy will ensure JSI’s international program approaches take into account contextually relevant considerations, particularly gender and socioeconomic conditions, in order to avert negative impacts on different social groups (men, women, children, etc.) and promote equity in the policies, organization, planning, provision, and utilization of services. In addition, they will serve as an in-house thought leader for JSI international programs to help ensure that gender considerations are incorporated and effectively implemented throughout our work.

This position could be based in the JSI Arlington office or could be remote-based working primarily during the Eastern Standard Time (EST) Zone. The salary will be based on qualifications of applicants.

RESPONSIBILITIES

The Senior Technical Advisor, Gender will be responsible for the following:

  • Lead the development of JSI’s International Division Gender Strategy across all program
  • activities and processes and follow-up on implementation of the strategy.
  • Provide strategic and technical guidance to JSI staff globally on designing and/or modifying
  • activities to incorporate and monitor the integration of gender and social inclusion into program
  • strategies, activities, budgets, training, monitoring, evaluation, and learning.
  • Engage in new business development including participating in proposal development
  • (strategy/program design, providing contextualized technical inputs, supporting gender staffing needs) as requested.
  • Advise on proposed strategies, approaches, activities and budget implications as part of work
  • planning and implementation to address key gender and social inclusion barriers in JSI countries.
  • Develop a review tool that project teams can use to ensure that gender considerations are fully integrated as part of the annual work planning process.
  • Contribute to the expansion of JSI’s work in gender and gender-related activities.
  • Serve as resource person in gender capacity building and knowledge sharing.
  • Lead the launch and management of a JSI internal working group on gender.
  • Develop and lead gender orientation training for all relevant staff.
  • Routinely revisit and update JSI’s commitment statement to gender.
  • Develop and lead orientations and online short course on gender for all relevant staff.
  • Participate in and contribute to global technical working groups on gender.
  • Engage in other tasks that contribute to meeting gender equity and social inclusion targets and goals.

QUALIFICATIONS

Education: Master’s degree (or higher) in gender studies, development studies, social sciences, anthropology/sociology, or other relevant fields.

Experience:

  • A minimum of (10) years of professional experience in the design, implementation and monitoring and evaluation of international development programs, with specific demonstrated expertise in gender-sensitive integrated program activities, especially in the areas of girls’ and women’s empowerment, and male engagement and gender norm change and social inclusion issues and implementation, including with USAID projects.
  • Demonstrated experience specifically in the area of gender and global maternal, newborn and child health is required.
  • Experience in developing high-impact, innovative gender tools and materials.
  • Capacity to undertake gender-responsive budgeting is a plus.
  • Previous experience working with USAID on gender-related programming is required.
  • Experience with other donors is desirable.

Languages: Excellent written and oral communication skills in English are required; French language skills are strongly preferred.

Other KSA’s:

  • Extensive practical experience in leading gender mainstreaming and implementation of gender- sensitive global health or development projects and programs.
  • Experience in gender mainstreaming, analysis, monitoring and evaluation, research, designing gender strategies, guidelines, training materials, and capacity-strengthening at global and country levels.
  • Familiarity with policies related to gender and social inclusion gaps, including USAID, the Gates Foundation, and other donor gender and equity policies, strategies, and programs in the context of global health (RMNCH, HIV/AIDS, Data and Digital etc)
  • Understanding of the following gender concerns and priorities. within program context: Laws, policies, regulations, and institutional practices (for example, abuse, discrimination, land rights); Cultural norms and beliefs; Distribution of gender roles, responsibilities, and time use
  • Access to and control over assets and resources for women and men; Patterns of power and decision-making; Male engagement
  • Excellent written and oral communication skills.
  • Demonstrated excellent attention to detail.
  • Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a participatory management environment.
