RTSL’s Prevent Epidemics unit works closely with ministries of health and national public health institutes (NPHIs) in Africa to strengthen epidemic preparedness capacity, accelerate disease detection and response, and to use data effectively to inform action. In addition to direct partnership with governments, we work with implementing partners including the CDC, World Health Organization, World Bank, and Global Health Advocacy Incubator to implement programs, prototype new innovations, and ensure sustainability through increased national ownership, including domestic budget allocations. We have multiple workstreams that enable the identification and prioritization of activities and programs for domestic investments, including the development of National Action Plans for Health Security (NAPHS), dedicated preparedness teams embedded within governments, piloting of rapid response funding mechanisms, and budget advocacy through civil society partnerships. We are seeking a motivated and qualified candidate to lead efforts on identifying sources of domestic financing using existing statutory budgeting processes as well as financing mechanisms to support sustainable and predictable funding for epidemic preparedness and response.

Role Summary:

The Senior Technical Advisor will provide technical support to RTSL partner governments, implementing partners, and country office staff to enable relevant domestic allocations of resources based on well-identified priorities working through government budgeting processes from allocation to disbursement and accountability/reconciliation. The successful candidate will work closely with technical country-based teams to identify priorities, including using tools from the budget advocacy framework and toolkit to support implementing partners and countries.

This position is remote, requiring alignment with US East Coast core working hours, international travel, and periodic in-person team meetings. The salary range for this position is $118,000 – $132,000 if based in the US; outside the US, salary is guided by national labor rates for the international NGO sector.

Essential Duties and Responsibilities:

The Senior Technical Advisor will work under the direction of the Director of Global Preparedness and Response, and will collaborate with RTSL technical staff and policy and advocacy staff. Roles and responsibilities include but may not be limited to:

  • Providing technical assistance to government and partner staff for translation of plans and policies to domestic budget allocation/lines, including NAPHS and prioritized initiatives including infection prevention and control, surveillance, laboratory systems, and institutional strengthening
  • Providing technical assistance to partners and countries using the budget advocacy toolkit
  • Providing technical assistance to government and partner staff for establishment of domestic emergency financing mechanisms, including contingency funding for emergencies and agile mechanisms for early response initiation
  • Conducting and supporting the conduct of landscape analyses of political economies, stakeholders, and budget cycles, and translating landscape analyses into implementation plans for budget allocations or financing mechanisms
  • Collaborating with existing RTSL programs and partnerships for policy, advocacy, and multilateral financing

Anticipated Deliverables:

  • Creation of, or increase to, statutory budget lines for priority activities for epidemic preparedness and response within responsible government ministries, departments, and agencies
  • Tracked disbursement and accountability for spending on epidemic preparedness and response
  • Synthesis of lessons from newly established financing mechanisms and tools that can be used to emulate and scale domestic financing interventions

Required Qualifications:

  • Master’s degree or higher in a relevant field (e.g., economics, development studies, accounting, public health, public policy)
  • Minimum of 10 years’ work experience with 5+ years’ navigating government budgeting processes in at least one African country (multi-country experience desired, but not required)
  • Experience with engagement, negotiation, and consensus-building with government decision-makers in at least one African country
  • Experience coordinating with non-governmental partners, including implementing partners, civil society organizations, and multilateral funding agencies
  • Coaching and mentoring experience for capacity building of partners and key government personnel
  • Fluency in English is required, French language is desired but not required
  • Ability to travel up to 30%
  • Subject matter expertise in public health or epidemic preparedness is desired but not required

Duration: 24 months, with the possibility for renewal

Setting: Fully remote with in-country travel; qualified candidates can be based in the United States, UK, France, Ethiopia, or Nigeria
