Macfadden, an Amentum Company, is seeking a Senior Team Lead that will support the contract Program Management Team (PMT) to supervise mid and senior-level staff, providing administrative, programmatic, and operational support to USAID’s Bureau for Humanitarian Assistance (BHA) through the Humanitarian Assistance Support Contract (HASC).

This position is located in Washington, D.C. and is open to a hybrid 1 day per week in the office model.

USAID’s Bureau of Humanitarian Assistance (BHA) leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. Macfadden serves as an Institutional Support Contractor to USAID, where day-to-day work assignments and oversight are provided by BHA office directors, deputy office directors, or technical leads, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

Key Internal Interfaces:

Senior Program Manager, Deputy Program Manager, Macfadden Program Director, HR, Recruitment and Procurement Teams. Macfadden Managers, Supervisors, Team Leads and staff.

Key External Interfaces:

BHA Task Order Customers – CO/COR/AOR, Office Directors, Division Chiefs and Office Team Leads.

The PMT Senior Team Lead will:

  • Supervise junior to senior level staff providing administrative, programmatic, and operational support to USAID’s Bureau for Humanitarian Assistance (BHA).
  • Handle all aspects of personnel management – Recruitment, onboarding, orientation, staffing, and performance reviews, etc.
  • Ensure all documentation for timesheets are properly prepared and compliant.
  • Provide staff supervision and ensure staff are compliant and adhering to government rules and regulations.
  • Maintain excellent communication and professional relationships with all colleagues and clients.
  • Recruit, train and orient, handle performance reviews, and other administrative requirements for unit staff embedded with client teams.
  • Provide regular, clear communications with the program manager and deputy program managers, as well as BHA technical POCs, on issues related to administrative, programmatic, or operational support.
  • Collaborate with technical POCs and staff to develop staffing plans that fulfill client needs while providing growth opportunities for staff.
  • Conduct regular check-ins with staff and their technical POCs to evaluate staff workload and assess performance.
  • Create and regularly update written guidance and provide support to ensure staff meet contract, BHA, and USAID requirements for travel, training, and other administrative processes.
  • Draft, edit and submit information for the quarterly reports and other contract-required deliverables.
  • Occasionally arrange staff coverage across BHA offices or divisions in coordination with technical POC to respond to data calls, filing system updates, and similar requests.
  • Assist with position descriptions for new positions and updates for existing positions.
  • Supervise surge staff brought on for short term assignments.
  • Provide guidance and direction concerning the resolution of problems.
  • Assist with procurement actions as requested and special tasks.

REQUIREMENTS

  • Must be able to obtain and maintain a minimum of a Facility Access Clearance (FAC) or Secret Security Clearance issued by the US Government for the duration of your employment on this contract.

Education:

  • Bachelor’s degree with 15 years of experience or Master’s degree and 12 years of experience.

Experience:

  • Relevant experience must include at least 3 years of supervisory experience.

Skills Required:

  • Excellent written and verbal skills, staff recruitment, orientation, and personnel management skills with excellent attention to detail.
  • Must possess excellent judgment, reliability, and ethics.
  • Proficiency in Excel and other MS Office programs.
  • Must be able to multi-task and work under deadlines in a fast-paced and collaborative environment.

Preferred:

  • Familiarity with FAR, ADS, and other relevant government regulations and experience working directly with a government client.
  • Experience working in a Human Resource, Staff Supervisor or Management role.

Physical Requirements:

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
