Position Title: Senior Supply Chain Officer

Organizational Context and Scope:
IOM, UN Migration Agency in Amman, Jordan is looking for a Senior Supply Chain Officer who will be responsible and accountable for leading, managing and advising on the supply chain activities and functions, guided by Supply Chain Management (SCM) objectives and ensuring an integrated supply chain approach to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.
Core Functions / Responsibilities:
- Coordinate with Emergency Coordinator on supply chain operations in the Country Office(CO) and provide authoritative advice on necessary risk mitigation measures to ensure timely delivery of goods and services to the beneficiaries. Liaise with CO’s Staff Security Unit and government officials on ongoing supply chain operations.
- Participate in the development and implementation of supply chain policies, procedures and sourcing strategies that support effective and cost optimizing purchase decisions in collaboration with internal and external stakeholders in the country, as well as relevant units at HQ.
- Plan, monitor and manage resources to maximize the effectiveness of large supply chain operations. Prepare consolidated procurement planning and update the Chief Resources Management Unit with actions taken, as well as challenges.
- Provide specialized advisory services and expert technical guidance to decision makers about local and regional market trends and developments, the commodity situation, production patterns and availability of good and services.
- Lead, manage and advise on supply chain activities in the CO, including planning,procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics information management and reporting, and ensure support and guidance are provided to the relevant staff with respect to the related policies, rules and regulations.
- Constantly review the performance of supply chain operations in the CO to ensure that appropriate internal controls are in place. Monitor, assess and manage supply chain risks and bottlenecks, initiate and support mitigation of potential and/or evolving supply chain risks, and optimize processes to ensure beneficiaries receive quality goods and services in a timely and efficient manner.
- Review and consolidate procurement plans and requests to identify opportunities for LTA development and procurement collaboration. Provide expert support to transactional procurement actions and establish and manage LTAs for specialized and repetitive procurement needs. Leverage the use of global LTAs and Prepositioned Stocks, coordinating with other regions to expedite delivery.
- Oversee the solicitation and management of bids, quotations and tender documents, bidding and contract management processes, and procurement transactions. Engage with programme management to define and implement effective procurement strategies, focusing on efficiency gains, process acceleration, risk mitigation and scalability. Guide the creation of procurement action plans.
- In consultation with IOM technical specialists/departments, provide oversight, guidance and support to programme management and the CO in managing complex procurement cases and on implementing best practice procurement policies and procedures to ensure a strategic forward purchasing approach to procurement in compliance with wider institutional policies, standards and regulations. Ensure transparency and diversity of evaluation members during the vendor evaluation/selection process.
- Oversee the establishment and management of robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the Organization’s assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the Organization’s rules and regulations.
- Ensure the maintenance and repair of office facilities, including preventive maintenance and the establishment of maintenance agreements with competent service providers.
- Supervise, manage, train and guide the staff of CO’s Supply Chain (or Supply Chain Management) Unit to ensure appropriate staff development and capacity building.
- Ensure all reporting requirements are met in an accurate and timely manner, including the provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
- Ensure that Means of Verification are collected and included in the full package of supporting documentation.
- Ensure that reconciliation of procurement, logistics and assets with respective project/cluster managers is conducted and corresponds to the IOM and donor requirements.
- Represent the CO in the UN inter-agency meetings, Logistics Cluster and forums related to supply chain management. Share resources to achieve common goals and implementation of UN global initiatives.
- Travel on short notice within the countries of Gaza response
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with seven years of relevant professional experience; or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Extensive experience in leading diverse supply chain operations, including in complex emergency situations; and,
- Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
- Working experience in complex environment.
Skills
- Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’ssystem and processes as they apply to procurement and logistics; and,
- Excellent level of computer literacy and good knowledge of SAP is an advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language(Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
