PROGRAM DESCRIPTION (BACKGROUND)

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. The humanitarian landscape is diverse with different needs in western Ukraine, vs the recently liberated areas (Chernihiv and Kiev obslats) and areas in the south and east with active conflict (Kharkov, east part of Dnepropetrovsk oblast, Zaporidje and Mikolaev).

Our response activities include infrastructure rehabilitation, support to Ministry of Health for provision of emergency and primary health services and supplies, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene.

In Chernihiv and Sumy regions the intensity of the conflict decreased however the border areas with Russia are regularly shelled and a low-medium level intensity conflict persist. Army and national civil protection forces are station in the proximity or in schools and health facilities or in the community increasing the risks of these areas being targeted.

In a situation like this hospitals in the border areas are likely to be used as to receive, stabilize and refer wounded. The level of preparation and the capacity to manage such scenario is limited as most of these hospitals are not routinely confronted with emergencies of these nature.

JOB DESCRIPTION *

JOB SUMMARY: This position is responsible for implement a tailor-made Mass Casualty Preparedness (MCP) Program, including conducting training and simulations in order to capacitate staff and get them prepared to be able to efficiently handle mass casualty incidences. The MCP training will be accompanied by primary trauma care including stabilization of patient in hospital and pre-hospital.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:

MAIN TASKS AND RESPONSIBILITIES

  • Asses the level of preparedness of the hospital and ambulance services
  • Develop and implement a tailored made MCP preparedness in all the facilities included in the pilot project area
  • Organize training, refresher training and MCP simulation in each of the facilities included in the project.
  • Ensure formal feedback highlighting areas of improvement needed is shared in each hospital with the management and incorporated in the MCP
  • Ensure that the MCP kits prepositioned and content of the MCP kits are inspected – any expiring/missing items replenished
  • Ensure that BLS and ATLS training of all the medical personnel involved in MCP conducted
  • Prepare report for each facility with action points concluded, including planning for the new simulation
  • Ensure that the trauma team roles are understood by all the members of the team
  • Initial assessment of life-threatening conditions is conducted according to protocols
  • Trauma care checklist is implemented
  • Practical guides for all the emergency procedures are in place

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS

  • Typically, a Nurse degree with Emergency Medicine background. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 8+ year of relevant and previous experience with MCP implementation, triage.
  • ATLS certification
  • Coaching and training skills
  • Analytical skills
  • Fluent English required

ADDITIONAL TECHNICAL OR LANGUAGE REQUIREMENTS

Knowledge of Ukrainian or Russian desirable International Medical Corps will provide security, cover lodging, transportation and per diem, and provide relevant PPE and equipment. The job will involve travelling between the 2 regions of Chernihiv and Kharkov The job will involve interaction and supportive oversight of 10 sites and 8 contractors
