Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 21 years ago and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Jordan, Lebanon, Turkey and Kenya) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. Our Mission is to stand for the rights and well-being of refugees and other vulnerable groups in Estonia and abroad.

We are looking for Shelter Officer to join our international team!

Shelter Officer, based in Dnipro, Ukraine, is responsible for the daily technical planning, assessment, implementation and reporting of Cash for Repairs activities, and for ensuring proper coordination with targeted communities and partners.

Responsibilities & Key Tasks

  • Contribute or lead shelter-related assessment in targeted communities.
  • Provide support to the team with designing and planning shelter-related interventions.
  • Train and support ERC staff and implementing partners (if any) to build strategies for achieving the set objectives and meet the required international standards.
  • Carry out the household selection process following the targeting model and requirements set out in the project proposal.
  • Design proper data collection and response analysis tools, and prepare and submit reports on the assistance provided.
  • Closely coordinate with targeted communities and partners on provision of shelter-related cash assistance.

Qualifications:

  • Master’s degree in a related technical field.
  • Minimum 3 years of professional work experience in humanitarian assistance, project management or another relevant field.
  • Preferably previous experience in non-profit, non-governmental organization.
  • Proficiency in spoken and written English, as well as in local language (Ukrainian and Russian).
  • Solid organizational skills: detail-oriented, ability to multi-task, set priorities, and meet deadlines.
  • Solid computer skills, including high proficiency in Word and Excel.
