The Senior Security Operations and Training Officer leads the Department’s efforts on
operations and surge support to the Field Security and Risk Management (FSRM) Offices.
The Senior Security Operations and Training Officer is in charge of the training and capacity
building development, implementation and monitoring and serves as Professional Risk focal
point for the Department. S/he supervises the Security and Risk Management Analyst, the
work of the DSRM Communications Consultant and the Senior National Security Officer to
coordinate the capacity building efforts.
The Senior Security Operations and Training Officer reports to the Director of Security and
Risk Management.
Responsibilities
The Senior Security Operations and Training Officer provides operational support on training,
project and risk management and other HQ driven initiatives as well as surge additional
capacity to the Fields in case of emergencies, crisis or other pressuring operational realities
that require additional security and risk management resources that are not readily available in
a given location. Furthermore, s/he contributes to build capacity among UNRWA staff to
retain the capacity to effectively deliver services whilst managing contextual, programmatic
and contextual risk. The Senior Operations and Training Officer is responsible for the
development of a professional risk framework and its implementation.
Operations and Surge Support:
– Provides surge support to the FSRM offices in areas related to: emergency, Crisis
Management, backstopping capacity gaps and interim security management;
– Through her/his visits to the Field, and in collaboration with the Senior/Field security
Officers ensures that UNRWA’s internal Security risk management is context specific and
aligned with the operational realities on the ground; s/he identifies lessons learned and best
practices to be integrated into the planning cycle, the training packages and the security risk
management ‘Best Practice’ guide;
– Supports the Director and the Chief of Security, Policy and Planning in the development and
implementation of a standardized and ‘light’ system to conduct security and risk assessments
across the Agency as well as in the development of the DSRM crisis management support
response guide;
– Identifies and supports in the implementation of community-based security projects;
Training and Capacity Building Implementation:
– Maps and identifies valuable existing training and practices across the Field in order to
develop a ‘Best Practices’ training and pilot the package;
– Develops and oversees the complete learning and training cycle; conducts needs assessments
for DSRM, develops an annual training calendar, prepares course schedules and lesson plans,
delivers training, and evaluates and monitors training activities;
– Directs DSRM trainers in their assignments and performance;
– Supervises and leads front-line security training plan in order to build front line staff
capacity to make security related decisions at the workplace. Some of the initiatives are:
SSAFE training programme for front line staff, customizes professional risk training for
identified at most at risk categories of staff, programmatic and contextual risk training for
Area managers and relevant Departments;
– Supervises and leads training on the Agency’s Security and Risk Management accountability
framework to those with security responsibilities;
– Supports the Senior National Security Officer and the FSRM offices in the Guard Force
Professionalization efforts;
– Guides and advises other DSRM team members in the development of other capacity
building activities related to their areas of expertise;
– Supported by the Associate Monitoring and Reporting Officer, develops and implements a
monitoring and evaluation tool to measure the impact and assesses areas of improvement in
the next design phase;
– Delivers in person training sessions to both UNRWA international and national personnel as
required;
– Oversees the training needs for the entire agency under the overall UNSMS training
modules, while adjusting towards the UNRWA operations as required;
– Works closely with other UNRWA Security Officers at the field level to ensure that the
training/operational requirements for all UNRWA personnel are duly met and delivered, as
required;
Professional-Work Place Risk Lead:
– Manages the professional risk project; determines needs, arranges focus groups and provides
the required training and materials according to the different target group; supports Directors
in the conduction of needs assessment to determine how professional risk could be better
managed;

Education
Advanced university degree (Master’s or equivalent) from an accredited educational
institution, preferably in political/social science, international relations, law enforcement
and/or business management with a focus on security management or any other related
discipline with a particular focus on training and training development, and/or military/ police
background at mid-grade level.
Job Specific Qualifications
Work Experience
A minimum of 8 years of progressively responsible and relevant experience in Security and
Risk Management related training development, preparation and implementation,
accompanied preferably by significant experience in surge and operations support, including a
minimum three years of UN Security experience at professional level with a UN organization,
preferably with one year experience in a high risk environment, is required.
Unless already serving as an international staff member in the UN Common System, a
candidate for an international posts must have at least two continuous years of relevant
international experience outside UNRWA, and outside the country(s) of which the candidate
is a national or holds citizenship, a passport, or a national identity number, is required.
Languages
– Excellent command of written and spoken English is required.
– Excellent command of Arabic language is desired for this post.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be
followed by competency-based interview.
Special Notice
Type of Contract and duration: 2 years, with the possibility of further extension.
The Senior Security Operations and Training Officer will be required to travel in the Agency’s
area of operations.
