Position Title: Senior Regional Resources Management Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall guidance of the Comptroller/Director of the Department of Financial and Administrative Management, the direct supervision of the Regional Director (RD) of the Regional Office for West and Central Africa and in collaboration with relevant Units at Headquarters (HQ) and Administrative Centers (Manila and Panama), the successful candidate will be accountable and responsible for monitoring and supporting the financial, human resources and other administrative functions of the Country Offices (COs) within the West and Central Africa Region as well as for advising on strategic management-related issues and for managing and administering the resources management related functions of the Regional Office.

Core Functions / Responsibilities:

Regional Office

  1. Participate in the development and implementation of short- and long-term management objectives and goals and provide advice on management-related issues.
  2. Provide technical guidance and support the RD in exercising orderly and effective financial and administrative oversight, selection and approval processes of the Regional Office in line with applicable policies.
  3. Undertake continuous review and inform the Regional Director and the respective Headquarters Departments of opportunities for improvements as well as any identified possible financial risk exposures.
  4. Liaise with governmental, intergovernmental, and other partner entities on resources management issues with a view to ensuring the smooth implementation of IOM’s activities, and represent the Organization at relevant high-level and inter-agency meetings.
  5. Coordinate the RO’s annual budget submission and control spending to ensure that costs are contained within approved allocations.
  6. Supervise Resources Management staff and functions of the Regional Office. Organize process flows and establish internal processes in order to ensure compliance with IOM rules and regulations and effective operation.
  7. Assist the RD in the management of human resources of the Regional Office including recruitment, retention, promotion, separation and the application of HR policies, rules and regulations.

Country Offices within the Region

  1. Provide first-line support, guidance and training to RMOs (or equivalent) in the region with respect to policies and procedures relating to Administrative, Financial, HR, ERP, ICT and Procurement matters.
  2. Monitor the implementation of internal controls to prevent fraud and mismanagement.
  3. Provide guidance to CoMs and local RMOs (or equivalent) in managing the human resources function of their Country Offices and coordinate with PAC-HRAS and MAC for resolution of difficult or sensitive HR situations.
  4. Monitor the financial management tools and functions in the Region to address issues relating to finance, accounting, budgeting and treasury and local payroll matters in a timely fashion.
  5. Guide field office management on financial aspects of liaising with external parties.
  6. Provide guidance to Country Offices in assessing and developing risk statements.
  7. Oversee the periodic forecasting updates by COs with a view to ensure adequate coverage of common costs and financial sustainability of the offices.
  8. Provide technical advice and guidance on project/mission assessments and audits.
  9. Ensure Business Continuity Plans are developed for all Country Offices.
  10. Review budgets contained in proposals as part of the project endorsement process with a view to seeking adequate coverage of shared staff and office costs.
  11. Oversee procedures to run PRISM payrolls to ensure appropriate controls are established, maintain PRISM organizational structures and/or act as bank signatory for COs too small to allow for segregation of duties.
  12. Track and monitor gender balance regional statistics, plan for gender target achievements and assist CoMs in the implementation of Gender Policy.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with ten years of relevant professional experience; or
  • University degree in the above fields with twelve years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA) or membership at the Association of Chartered Certified Accountants (ACCA) or another recognized professional accountancy body is an advantage.

Experience

  • Progressively expanding experience in financial management, accounting, and budgeting.Excellent knowledge of financial planning, budgeting, and monitoring within an organization mainly funded from voluntary contributions;
  • Very good knowledge and experience in human resources administration and management, financial management policies and procedures and internal control assessments;
  • Solid knowledge of and experience with Enterprise Resources Planning (ERP) systems toapply to day-to-day operations in the areas of responsibilities;
  • Proven experience in effectively managing a team and ability to find solutions to complex issues.

Skills

  • Ability to conduct financial analysis, project financial reporting feasibility studies, including trend and ratio analysis;
  • Excellent level of computer literacy especially in Excel and SAP.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
