Context:

Under the direct supervision of the Chief of Mission for El Salvador and with thematic guidance from the relevant Regional Thematic Specialists (RTSs) in the Regional Office (RO) in San Jose, the Senior Regional Programme Coordinator will be responsible for the overall management and oversight of relevant programmes in El Salvador, and direct and duly expected coordination with Guatemala and Honduras Country Offices.

Core Functions / Responsibilities:

  1. Coordinate programming thematic areas/units, including financial/budgetary planning, mobilizing resources and ensuring overall quality control, in compliance with IOM rules, regulations and procedures and in coordination with Projects and Programme Managers and the Resource Management Unit.

  2. Lead project development and fundraising efforts for national and regional projects, in close coordination with IOM offices in Guatemala and Honduras -and other missions that might be involved in regional initiatives, Regional Thematic Specialist in the Regional Office and relevant departments at Headquarters (HQ).

  3. Ensure coherence, complementarity and synergies among project activities implemented in El Salvador and between regional initiatives carried out in El Salvador, Guatemala and Honduras, providing thematic expertise and in line with the broader mission migration priorities for the Countries.

  4. Ensure IOM participation in appropriate policy and operational UNCT inter-agency mechanisms; engage with UN agencies in the development and implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF), and coordinate with United Nations Country Team (UNCT) and partners on the implementation and review processes of the migration-relevant Sustainable Development Goals (SDGs)

  5. Act as Deputy Chief of Mission when required, representing IOM vis à vis governments, donors and at United Nations (UN) relevant fora, such as the UNCT and the Humanitarian Country Team (HCT) and related sub-working groups.

  6. Review donor and other reports before submission to the Regional Office for consistency and accuracy and ensure proper information exchange on policy and operational aspects of the projects between IOM, donors and other stakeholders.

  7. Establish and maintain credible partnerships at appropriate levels with government entities, local authorities, implementing partners, UN agencies, donors, and other stakeholders as relevant to the projects and activities of the Country Offices.

  8. In coordination with the Resource Management Officer and the National Human Resources Officer, oversee the selection and recruitment of project staff; supervise and guide staff working under relevant projects and establish the necessary staffing strength and profiles relevant to the implementation of the activities in each unit.

  9. Work with project and programme managers and financial/administrative units to monitor financial reports and expenditures in order to ensure consistent management and adequate burn rate to meet implementation milestones and deadlines.

  10. Keep abreast of policies, international standards and best practices relating to the rights of migrants, the protection of vulnerable migrants, migration and health, migration and development, and humanitarian response, among others, for further enhancing the missions’ programmes.

  11. Support the Country Office´s efforts in liaising with regional bodies such as the Central American Integration System (SICA) and its related initiatives.

  12. Develop relevant training curricula for project units and deliver trainings as appropriate to project partners and IOM staff. Contribute to building the capacities of IOM staff in the missions’ various thematic areas through a combination of formal training and on-the-job mentoring.

  13. Oversee the application of appropriate monitoring tools to ensure effective implementation of projects and activities, including hosting of work seminars and visits to field locations as required.

  14. Ensure programme visibility and communication in coordination with IOM offices Public Information Units, including the preparation of articles, photo reports, visibility products and other related items in line with donor requirements. Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities.

  15. Undertake duty travels as required.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or,

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience in project formulation, management, implementation and evaluation;

• Experience in managing large teams in complex situations;

• Experience in humanitarian and reintegration programmes for migrants;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Experience with financial monitoring.

Skills

• Demonstrated ability to supervise and manage staff and activities at an operational level;

• Demonstrated team-building skills;

• Sound and proven understanding of internal and international migration issues in Central

America.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.
