Context:

Under the overall supervision of the Regional Director for Asia and the Pacific (RDAP), and direct supervision of the Deputy Regional Director for Operations based in Bangkok, Thailand and with technical oversight of the Directors of the Departments of Operations and Emergencies (DOE) and Peace and Development Coordination (DPDC) in Headquarters (HQ), as well as in close collaboration with the Country Offices (CO) and the other Senior Regional Emergency and Post-Crisis Specialist, the Senior Emergency and Post Crisis (EPC) Specialist, is responsible for coordinating all aspects of the migration-crisis-management, including emergency preparedness and response, transition/recovery, and Disaster Risk Reduction (DRR) programming and the achievement of expected results as a contribution to the areas identified by the IOM Strategic Vision and the ROAP Strategic Priorities, guided by the International Organization for Migration (IOM) Migration Crisis Operational Framework (MCOF) and relevant humanitarian policies as well as providing strategic and coordination support to the COs under ROAP in relation to the emergency and post-crisis portfolio and supporting regional-level coordination and policy development.

Core Functions / Responsibilities:

1. Oversee EPC-related activities within the area of responsibility; ensure coherent and coordinated responses which are in alignment with overall strategy and policies of the Organization, the DOE and DPDC.

2. Provide coordination and technical input for the assessment, design development and implementation of IOM migration-crisis-management (preparedness, response, transition/recovery and DRR initiatives) at the national and regional level within the area of responsibility in line with IOM agreements, policies and standards.

3. Ensure close coordination with the EPC team and thematic experts within the regional office and on the country level as well as with HQ. Design workshare scenarios with other regional EPC Officers to ensure overall region is covered regardless of work or personal leave.

4. In collaboration with the Inter-Agency Standing Committee (IASC) partners support the national capacity and programme development in key thematic areas including, amongst others, disaster risk reduction; relief and mitigation assistance in the context of migration crisis; peacebuilding and durable solutions for displacement including the resolution of land and property issues; civil-military coordination; and emergency preparedness.

5. Advise on EPC thematic programme development and management in assigned region, including endorsements of project proposals; provide support to COs within the area of responsibility.

6. In case of disaster or other emergencies, provide strong support and leadership through inter-agency collaboration for needs assessment, strategic planning, resource mobilization and programming for response and recovery interventions. This includes defining priority responses for camp coordination and camp management (or otherwise defined temporary settlement areas for/of affected population), land, shelter, protection, health, psychosocial support, logistic services, and early recovery and transition assistance. Where required, coordinate closely with other ROAP thematic specialists in other work areas relevant to emergency response, transition/ recovery or DRR.

7. Support IOM COs in the area of responsibility in the formulation of national technical assistance programmes in line with the Migration Crisis Operational Framework (MCOF).

8. Provide technical support to ongoing IOM COs migration-crisis management, including humanitarian response and transition / recovery projects.

9. Provide input on contingency planning process with regard to potential humanitarian emergencies ensuring IOM presence and highlighting core migration-crisis-management (emergency preparedness and response, transition/recovery, and DRR issues) as well as IOM response capabilities in the country and/or region.

10. Identify relevant emerging issues; Coordinate with colleagues in the preparation of EPC annual regional activity plans, relating to migration crisis management and transition/recovery in the region including the provision of emergency and post crisis training to IOM staff and cluster partners; Contribute to regional strategic planning exercises.

11. Provide inputs from the region for the development of a roster of personnel for migration crisis-management and transition/recovery purposes to be done in coordination with regional resource management office and contribute to the IOM global institutional roster.

Knowledge Management

12. Review lessons learned from previous migration-crisis responses and transition/recovery programmes in the region

13. Maintain any regional EPC knowledge networks on themes and issues that have been identified for the region. In collaboration with DOE and DPDC in Geneva, ensure that the knowledge network in the region is fully integrated into the relevant global electronic knowledge networks.

14. Ensure organization of periodic knowledge networking e-discussions of IOM national focal points, project managers and national and regional partners; exchange experiences and lessons on migration crisis and transition recovery management.

15. Engage private sector in line with IOM private sector strategy and provide support to country missions engaging or seeking to engage private sector within DOE and DPDC portfolios.

16. Provide relevant substantive inputs to knowledge networking, including responding to CO requests for information on best practice and offering referrals to experts and expert institutions.

17. Ensure DOE and DPDC knowledge management systems are effective at the regional level.

Advocacy and Resource Mobilization

18. Undertake technical level negotiations with counterparts in multi- and bilateral agencies located in the region, in coordination with Regional Policy and Liaison Officer and Regional Project Development Officer, to contribute to the preparation of appeals in coordination with UN Office for the Coordination of Humanitarian Affairs’s (OCHA) regional advisors, ensuring that IOM’s migration crisis and transition recovery needs are adequately reflected.

19. Represent DOE and DPDC on strategy and technical matters in inter-agency and other meetings or workshops; present DOE and DPDC operational policies, strategies, results and lessons learned in workshops, seminars and conferences; and contribute to inter-agency publications and reports ensuring that IOM capabilities global and regional are well reflected.

20. Technically support the production and dissemination of both regular and occasional reports on DOE and DPDC related activities in migration crisis management, including emergency response, transition/recovery and DRR in the region done in support with other EPC colleagues.

21. Identify potential opportunities for resource mobilization in support of national and regional programmes

Partnership Building

22. Represent DOE and DPDC on operational matters in inter-organizational working groups and participate in task forces as required. Specifically, ensure IOM leadership in the Asia Pacific Disaster Displacement Working Group – work stream 4 of the Issue Based Coalition on Building Resilience – and take key leadership roles in events and programmes with other IBCs, Global Compact of Migration (GCM) and related initiatives in his/her Area of Responsibility (AoR) at the regional level.

23. As required, participate in policy and operational United Nations Country Team (UNCT) inter-agency mechanisms at the field and regional levels including Senior Management Team (SMT), humanitarian country teams, humanitarian response plans and the overall humanitarian program cycle to ensure that IOM’s presence is adequately reflected and the divisions of responsibilities within the inter-agency response include IOM activities. As appropriate, participate in the relevant UNCT thematic group(s) and contribute to common planning tools for operational activities for development such as CCAs and United Nations Development Assistance Framework (UNDAF)/ United Nations Sustainable Development Cooperation Framework (UNSDCF).

24. Identify critical components for the development of strategic partnerships and alliances relevant to the achievement of the Organization and the DOE and DPDC overall strategies and policies in the region.

25. Promote and facilitate internal IOM cooperation and synergies in the emergency and post-crisis field.

26. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Operational management experience in at least two different country crisis contexts; additional deployments and experience in complex/large scale responses in a leadership capacity, preferred.

• Demonstrated experience and expertise in both preparedness and response, and transition and recovery programming;

• Inter-agency coordination experience in IASC mechanisms at (minimum) national level;

• Experience conducting trainings in EPC areas of work; TOT experience and advantage;

• Experience representing IOM in high level meetings with national authorities, UN, partners and donors;

• Knowledge or experience of regional issues an advantage.

Skills

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

• Knowledge of UN and bilateral donor programming;

• Report Writing skills.

Languages

IOM’s official languages are English, French, and Spanish.
