Overview: DT Global is seeking a Senior Business Development Recruiter to lead business development and proposal recruiting across technical practices within the company. The Senior Recruiter will provide recruitment support to DT Global’s business development teams as part of the competitive bid and proposal process for institutional donors. This role will support recruitment efforts during capture and on live bids for potential program staff, including key personnel and non-key staff identified during the proposal stage. The incumbent will also assist in developing recruitment resources and guidelines specific to USAID and other funding sources, and assist with identifying and onboarding consultants for business development needs. This role will report to the Director of Business Development.

Tasks and Responsibilities:

  • Recruit talent for donor-funded (primarily USAID) proposals and projects; manage full lifecycle recruiting to include developing recruiting strategy, sourcing candidates, vetting candidates, drafting and posting advertisements, screening resumes, conducting interviews, checking references, drafting offer letters, and negotiating compensation packages
  • May assist with writing the staffing sections of the proposal, formatting CVs, and partnering with technical staff to draft summary statements highlighting the team’s technical expertise and experience
  • Assist proposal teams in developing appropriate staffing plans according to proposal requirements
  • Travel to the country/region to interview candidates in-person and produce detailed trip reports
  • Ensure compliance with all governmental and client employment specifications, as well as DT Global’s policies and procedures
  • Proactively recruit by engaging with geographical and industry specific candidates, building a relationship with candidates ahead of hiring demands
  • Improve proposal recruitment processes and systems and increase the presence and knowledge of DT Global as a preferred employer
  • Demonstrate a consistent commitment to Diversity, Equity, Inclusion and Access (DEIA) in all recruitment activities, including, but not limited to the diversity of talent pools; building networks within diverse professional and academic environments; integrating checks and balances on assumptions around sourcing of candidates; interpreting due diligence feedback; and interpretation of diverse / nontraditional career paths or experience and qualifications.

Education & Minimum Qualifications:

  • Bachelor’s degree or equivalent combination of education and experience
  • 7-10 years of related recruiting experience, including at least 4 years of business development/proposal recruitment experience in international development, preferably USAID proposals
  • Extensive experience sourcing passive candidates and finding talent for hard-to-fill roles
  • Previous experience recruiting for and a strong network in one or more of the following practice areas: economic growth, governance, agriculture, environment and infrastructure, or stabilization and transition
  • Experience designing and implementing sourcing and recruiting campaigns to identify country nationals, expatriates, and third country nationals for strategic positions
  • Outstanding interpersonal skills and the ability to work with diverse teams and handle many tasks simultaneously, often with tight deadlines
  • Ability to communicate clearly and professionally with internal clients and external candidates, both verbally and in writing
  • Experience traveling extensively or living in developing counties
  • Experience with compensation and employment rules and regulations under US Government- funded activities

Preferred Qualifications:

  • Experience managing high-urgency recruitment and developing creative candidate sourcing strategies
  • Prior experience working on strategic or highly complex recruitment efforts
  • Demonstrated experience overseeing the work or building the capacity of others in recruitment activities
  • Fluency in another language, preferably Spanish, French, or Arabic
