CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Senior Project Officer will lead the My Forest Child pilot project, operating out of the Pakistan country programme office in the field. It will be working under the direct supervision of the Director Programme in close coordination with Advisor Climate Change. The Senior Project Officer will ensure a high level of political, social, and economic understanding of the local context to inform the strategic direction of work in the project implementation. He/she will ensure smooth implementation of project activities while adhering to Save the Children policies, procedures, and donor regulations.**

KEY AREAS OF ACCOUNTABILITY:

  • Ensure smooth and timely implementation (developing detailed implementation plans, managing budgets and phasing, donor reporting etc.) of project activities as per plan
  • Maintain constructive and regular relations with relevant government authorities, key partners and other stakeholders in coordination with the Program Director
  • Carry out stakeholder capacity assessment in relevant geographical areas where Save the Children can operate to deliver quality and relevant work in climate change and other sectors as necessary and possible.
  • Develop partnership agreements with selected stakeholders and establish relevant training in specific and generic competencies under key areas of project delivery and compliance.
  • Ensure timely preparation and completion of programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
  • Ensure that optimal and up to date safety and security management procedures and practices are in place and appropriately modified in response to a volatile operational environment, in coordination with CO Safety and Security focal point
  • Ensure a robust accountability mechanism for beneficiaries in project design and delivery and ensure that any external stakeholder compliance is duly followed.**
  • As per Director Program’s guidance, represent Save the Children’s work in Pakistan and other countries in the region, especially to donors, members of the humanitarian community and other relevant institutions.
  • Help shape broader engagement strategy inside the project work through the influence of leadership within inter-agency coordination forums, ensuring that the specific needs of children are being addressed.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Essential

  • Master’s level Environmental, Social or equivalent university degree with 5-7 years of experience in the development sector
  • Significant experience in a management role within a complex country programme (preferably in a Pakistan country context) in terms of design and implementation, managing programme teams and project management
  • Demonstrable familiarity with the requirements of a range of donors in the planning, securing and managing of donor funding
  • Experience in working in development and emergency projects, preferably in a leadership position
  • Experience of working in an insecure environment, preferably in a leadership position
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Exhibit a high level of written and verbal English skills.

Desirable

  • Project DPro or PMP Certification is highly desirable.
  • Excellent management, verbal and written communications skills.
  • Excellent understanding of Project Cycle and Program Management Tools
  • Ability to establish and strengthen partnerships and networks.
  • Sensitive to the cultural & political environment.
  • Prepared to work and live in challenging surroundings.
  • Working knowledge of Pakistani languages.
