Caritas Marsabit is the development and humanitarian arm of the Catholic Diocese of Marsabit, dedicated to fostering integral human development. Our mission is to empower the people of Marsabit to know God and live in dignity and harmony. We envision a community holistically empowered in line with the Gospel values of love, honesty, stewardship, and accountability. In partnership with CBM Global Disability Inclusion, we are launching a comprehensive project aimed at supporting individuals with low vision. This initiative is designed to provide sustainable solutions, improve accessibility, and promote inclusivity for people with low vision.

About the Low Vision Empowerment Project (LoVE)

This project, aimed at improving the quality of life for individuals with low vision in Marsabit, seeks to empower them through access to specialized services and resources. By addressing critical issues such as low vision literacy, fragmented patient pathways, and weak service delivery capacity, the project will strive to increase equitable access to low vision services, reduce avoidable vision impairment, and enhance the overall well-being of affected individuals in Marsabit County.

Purpose of the Role

The Low Vision Senior Project Officer will be responsible for the effective planning, implementation, and evaluation of the Low Vision Project funded by CBM Global. This role requires a passionate and dedicated individual who is committed to improving the lives of individuals with low vision through innovative and sustainable approaches.
The Low Vision Senior Project Officer will provide project coordination and management for the Marsabit Low Vision Empowerment Project.

Key Responsibilities

The Low Vision Senior Project Officer will be responsible for:

  • Leading the implementation of eye health and advocacy activities to increase access to services and reduce avoidable vision impairment.
  • Contributing to the design and development of the Project Development Document (PDD) for effective project implementation.
  • Negotiating and implementing operational plans and analytical tools to drive service delivery efficiencies, ensuring timely achievement and successful completion of project deliverables.
  • Staying abreast of key developments in low vision care and resource allocation innovations in Kenya and East Africa to inform technical support activities.
  • Participating in the appreciation, dissemination, and implementation of technical support activities related to low vision care in collaboration with national organizations and service providers.
  • Leading the synergistic implementation of project activities across different locations to achieve improved diagnostic capacity, increased access to specialized care, and stronger supply chain management.
  • Collaborating with the Monitoring & Evaluation (M&E) team to closely monitor project activities against key indicators and ensure continuous improvement in activity and financial performance.
  • Engaging with technical teams to propose advocacy and engagement plans for national and county leadership and partner institutions to create an enabling environment for sustainable project implementation.
  • Ensuring effective compliance with all donor and partner expectations regarding budget management, policies, guidelines, and reporting.
  • Periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets.
  • Developing knowledge management and communication processes/strategies to document and share key lessons learned.
  • Coordinating learning across different project sites and within Caritas Marsabit through workshops to enable synergy in project implementation.
  • Managing relationships with stakeholders at community, county health leadership, and service provider levels for seamless implementation, reporting, reviews, and improvements in project performance.
  • Working with the M&E Advisor to ensure an effective Monitoring, Evaluation, Accountability, and Learning (MEAL) framework is in place.
  • Supporting partners’ capacity assessments and capacity building and documentation.
  • Coordinating with Low Vision cluster partners and networks during the implementation of the project
  • Support resource mobilization for the health department through co-creation and proposal development support

Essential Experience

  • Experience in project management and collaboration with Ministries of Health in one or more areas of health systems.
  • Considerable experience in leading the delivery of donor-funded programs and working with donor organizations and development partners.
  • Technical skills in strengthening public health service delivery programs, innovation in health service delivery, partner technical support and capacity building, advocacy, health systems performance, and eye health programming.
  • Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.
  • Strong oral and written communication and presentation skills in English.
  • Experience in working with international NGOs or donor-funded projects within the ASAL context is an advantage.

Essential Skills

  • Excellent knowledge of national/county/community-level issues impacting health services.
  • Superior presentation skills (both written and oral) and ability to communicate technical materials to a mix of audiences using print, electronic, and presentation media.
  • Maturity, high degree of integrity, and professionalism.
  • Excellent organizational, communication, and interpersonal skills
  • Intercultural sensitivity.
  • Demonstrated ability to work independently and in a team environment.

Desirable Experience

  • Identifying and developing opportunities for health financing grant acquisition.
  • Advising on project design and evaluation, demand, and resource planning.
  • Providing technical support to county-level decision-makers on integrated low-vision health planning and resourcing.
  • Experience in the delivery of eye health/education/disability inclusion projects

Qualifications

  • Bachelor’s degree in Public Health, Social Sciences, Disability Studies, or a related field. A Master’s degree is preferred.
  • Minimum of 3-5 years of experience in project management, preferably in disability inclusion and/or low vision.
  • Strong understanding of low vision issues and rehabilitation strategies.
  • Proficiency in project management software and tools.
  • Knowledge of local languages and context is desirable.

Travel: This position requires extensive fieldwork.

Additional Responsibility: Ensure that work is carried out in ways that safeguard the health and safety of workers.
