Position Summary

The incumbent will be responsible for managing the development, execution, and day-to-day monitoring of the SI components of a global portfolio of ICAP technical projects. The SPO-SI ensures that senior SI technical staff, Principal Investigators (PIs), project directors, project teams and ICAP country offices carry out regular SI assessments of project performance and facilitates action and assistance from within and across ICAP to address barriers to optimal SI implementation.

Responsibilities

Project Evaluation and Performance Management Design, Performance Monitoring and Support Functions (65% in total)

  • With ICAP country team SI counterparts, leads the technical design of evaluation and performance management plans (EPMPs) for ICAP projects; monitors implementation of EPMPs and identifies specific concerns or challenges for the attention of PIs, Country Directors and/or ICAP leadership for timely action (10%);
  • Develops M&E strategies, logic models, indicators, and workplans to assess project performance and impact (5%)
  • In collaboration with in-country M&E/SI teams, contributes to the timely implementation, accurate and appropriate reporting of project activities and results to funders, including quarterly, semi-annual and annual progress reports (10%)
  • Manages SI components of the portfolio of technical projects with responsibility to monitor for optimal performance against targets and deliverables (10%);
  • Monitors the implementation of course corrections and adjustments for specific projects (5%);
  • Tracks and monitors completion of ad-hoc programmatic requests received from sponsors/donors in relation to current projects (5%);
  • Contributes to the development of research and evaluation protocols for human subjects review (5%);
  • Tracks and monitors the status of project-related human subjects and IRB requirements in collaboration with project PIs and ICAP Research Unit (5%);
  • Facilitates the sharing of lessons learned, job aids, and project management and implementation tools across countries in support of optimal project performance in collaboration with the ICAP Clinical and Training Unit, the Strategic Information and the Research Units (5%);
  • Works in close collaboration with ICAP Senior Grants and Project Managers, other ICAP New York staff and ICAP country offices to ensure that all post-award project requirements are fully addressed (5%);

Proposals for New Business Development (5%)

  • Support planning for grant proposals, including participation in ICAP New York planning meetings (2%);
  • Drafts and contributes specific content for proposals, in relation to ICAP’s strategic information capabilities, prior performance and experience relevant to specific countries and technical domains (3%);

ICAP New York SI Unit Management, Strategic Planning and Support (25%)

  • Assists the SI Deputy Director and Director with routine and strategic management support to SI Unit, including support for unit meetings and workshops, budgets, staffing allocations and knowledge management (5%);
  • Provide project management support to SI activities and projects (5%);
  • Supports the drafting and tracking of country-specific SI concepts, plans, and strategies focused on diverse donors (5%);
  • Supports senior SI technical staff to plan for and manage cross-cutting in-country donor-related requirements, such as PEPFAR reporting, close-out activities, and program evaluations (5%);
  • Performs reviews of country-generated programmatic documents, reports and analyses and tracks improvements by country offices prior to submission to PIs (5%).
  • Performs other duties, as assigned, by the SI Deputy Director (5%)

Minimum Qualifications

  • Bachelor’s degree in Public Health, Public Administration, International Affairs, or related fields is required or equivalent in training & experience
  • At least 4 years of experience related to implementing, monitoring and managing complex projects within the public health or the global health and development sector;
  • Experience with programs supported by the U.S. Government, other global bilateral organizations or private funders;
  • Demonstrated project management, strategic planning, and proposal development skills and capacity to think strategically, to facilitate actions to be accomplished across matrixed organizations, to work in multi-cultural settings and with a high degree of independence;
  • Strong interpersonal, communication, organizational, analytical, and leadership skills;
  • Excellent skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat.

Preferred Qualifications

  • Master’s Degree in Public Health, Public Administration, International Affairs, Management, or related fields preferred;
  • Experience working with U.S. government or other bilateral donors, especially CDC
  • At least 5 years of experience related to implementing, monitoring and managing complex projects within the public health and/or the global health and development sector;
  • Training and/or certification in project management;
  • Excellent technical skills in writing, editing, formatting, research and negotiation;
  • Experience working in resource-limited settings.

Other Requirements

  • Requires international travel of 3-4 trips per year with each trip lasting approximately 10-14 days
