JOB CONTEXT:

Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are the following:

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population.
  • Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
  • Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict.
  • Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers.
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.

YOUR MISSION:

Under the supervision of the Area Manager, as Senior Project Manager, you will manage and support the Project Managers for the overall implementation and the quality of programming in your area of assignment. As Senior Project Manager, you will ensure the relevance, quality and timeliness of the activities implemented, in line with Ukraine country strategy, HI guidelines and donor requirement. You will contribute to the design of HI’s operational strategy in your area and propose new interventions or adaptation of ongoing activities in line with the strategy and the evolution of the humanitarian situation in the area. You will also represent HI towards external stakeholders concerning activities pertaining to his/her responsibilities (or delegate accordingly) and support the area manager with other tasks as required.

In this framework, your main missions are :

Responsibility 1: Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring

Responsibility 2: Implement the project part of the Programme’s Operational Strategy

Responsibility 3: Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes

Mission 3: Standards and expertise

Mission 4: Operational implementation

Responsibility 1: Ensure the sound management and monitoring of projects under your responsibility

Responsibility 2: Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant

Responsibility 3: Develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in your area of responsibility.

Responsibility 4: Coordinate the teams in your area

Responsibility 5: Support the Program Director in monitoring security in their area and ensure adequate resources according to the context, in coordination with the Area Manager

Current Priorities:

  • Support the Area Manager and base teams with the launching, planning, implementation, follow up / monitoring of ongoing activities, as well as identifying and launching of new activities.
  • Participate in new proposal design or adjusting of activities as per the evolution of needs.
  • Ensure with the project managers that program/ monitoring tools are set up and that report / update are sent to the coordination
  • Participate in the design and recruitment of the base program team
  • Ensure with the support of Technical Specialists, Program Manager and Area Manager that the program teams are trained and have received a proper induction
  • Contribute to the development of HI’s intervention strategy in the areas covered under the Dnipro hub, with a focus on local partner identification, contracting, coordination of activities and capacity building.

The position is located in Dnipro (with potential visits to other areas in the East).

YOUR PROFILE:

• You hold a degree in a field related to the job (humanitarian, Sciences Po, etc.)

• You have at least 3 years of professional experience in Area/Field/project management in challenging humanitarian contexts

• You are fluent in English

• You have good negotiations skills, an excellent communication skills and Security Management experience

• You have a strong sense of adaptability as Ukraine is a new context

  • 6 months International contract starting from August 2023

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2800 € gross/month upon experience

  • Perdiem: 559 € net/month

  • Hardship: 500 € net/month paid

  • Paid leaves: 25 days per year;

  • R&R: 5 days every 8 weeks + possible transport/package support.

    • Position unaccompanied
  • Housing: Collective taken in charge by HI
