JOB CONTEXT:
Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are:

  • Health: Physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population.
  • Protection: A disability-inclusive humanitarian response.
  • Armed Violence Reduction: HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict. In 2024, HI AVR teams are also planning to add NTS (Non-Technical Survey) activities alongside the delivery of EORE activities.
  • Basic needs: HI is providing cash-based transfers.
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.

YOUR MISSION:
Under the supervision of the Area Manager, the Senior Project Manager will manage and support the Project Managers for the overall implementation and the quality of programming in his/her area of assignment. The Senior Project Manager will ensure the relevance, quality and timeliness of the activities implemented, in line with Ukraine country strategy, HI guidelines and donor requirement. The Senior Project Manager will contribute to the design of HI’s operational strategy in his/her area and propose new interventions or adaptation of ongoing activities in line with the strategy and the evolution of the humanitarian situation in the area. Upon request from the Area Manager, the Senior Project Manager may represent HI towards external stakeholders concerning activities pertaining to his/her responsibilities (or delegate accordingly) and support the area manager with other tasks as required.

2.1: Contribute to the development of the programme operational strategy, and to its implementation and regular monitoring,

2.2: Implement the project part of the Programme’s Operational Strategy,

2.3: Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes.

4.1 Ensure the sound management and monitoring of projects under his/her responsibility,

4.2 Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant,

4.3 Contribute to HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in his/her area of responsibility,

4.4 Coordinate the teams in his/her area.

CHARACTERISTICS OF THE POSITION:
The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region.

HI has 3 hubs, one in the East (based in Dnipro), one in the West (based in Lviv), one in the South (based in Mykolaiv) and the coordination is in Kyiv. We have activities in other cities like Kharkiv and Poltava. HI staff is accommodated in guesthouses or in a hotel (during business trips), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or very easy to reach).

Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time.

The security in Dnipro city and surroundings area of intervention remains relatively stable, though a large amount of air alarms tend to disrupt work and out of activities. Currently all HI international staff are leaving in two guesthouses located in city center (10 and 20 min walk from office) that are equipped with proper amenities (no or few electricity or water cut, restaurant/coffee next door and underground shelter). Dnipro being a large Humanitarian hub for the east numerous international organizations are located there and social life (restaurant, café) is possible in respect of curfew (00:00 to 05:00). International food is available with several malls and lot of different restaurants that remain at walking distance from guesthouse and office. Communication (phone, mobile data, internet) are working well. Currently HI have ~10 international staff in Dnipro.

YOUR PROFILE:
• You hold a degree in a field related to the job (humanitarian, Sciences Po, etc.),
• You have at least 3 years of professional experience in Area/Field/project management in challenging humanitarian contexts,
• You are fluent in English,
• You have a negotiations skills, an excellent communication skills and Security Management experience.
