Position Title: Senior Programme Support Assistant

Context:

Under the overall supervision of the Head of Sub-Office, and the direct supervision of the Head of Programmes in Cotabato City, with the technical guidance from the Project Development Officer based in Manila, the successful candidate will support project development and project reporting for Mindanao programming in coordination with Programme Teams, Administrative Units and local project partners and stakeholders. S/he will coordinate with Project Support Unit in Manila to ensure compliance with IOM standards and donor requirements.

Core Functions / Responsibilities:

  1. Support the development of projects/programme proposals with the responsible programmatic unit heads, under the overall guidance of the Head of Programmes and with technical guidance of the Project Development Officer.
  2. Support financial, administrative, and technical aspects of ongoing project activities related to the Project Support Unit, in line with IOM policies and donor requirements.
  3. Collate technical inputs to support resource mobilization efforts and strategic planning especially for Mindanao programming in close coordination with the Head of Programmes and Project Development Officer.
  4. Regularly research, follow-up, compile, and present information/data on the context of Mindanao for internal stakeholders, especially those related to government policies.
  5. Support the Head of Programmes’ coordination with external partners including the government, the Resident Coordinators Office and UN agencies in respect to project development and reporting, including Joint UN programmes.
  6. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner in coordination with the thematic focal points and M&E unit.
  7. Draft correspondence for government partners, other UN agencies and implementing partners including request letters, agreements, talking points among others
  8. Work closely with other Units and support the fluid sharing of information among different offices and teams as well as relevant units of Regional Office/HQ and other humanitarian, development and peacebuilding partners and stakeholders.
  9. Assist with content analysis and the design of communication materials including project briefers, donor presentations, and multimedia products
  10. Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
  11. Undertake duty travels as required.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • University degree in International Development, International Studies, Migration Studies, Political Science, Social Science, Peace and Conflict Studies, Communications, or a related field from an accredited academic institution with minimum five years of relevant professional experience.
  • Completed High School degree from an accredited academic institution, with seven years of relevant professional experience.

Experience

  • Experience in humanitarian and peace building programmes and capacity-building activities is an asset.
  • Experience in working with UN agencies and/or NGOs is preferable.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Knowledge and understanding of Mindanao context.

Skills

  • Able to utilize information management systems.
  • Able to synthesize information into concise reports.
  • Strong coordination skills for internal and external partners.
  • Strong analytical and writing skills.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English and Filipino is required. Working knowledge of any BARMM language is desirable.
