GAVI Alliance

Furthermore, through the ground-breaking COVAX Facility and the COVAX Advance Market Commitment (AMC), Gavi is working with the international community to take urgent action in accelerating a COVID-19 vaccine and ensure it becomes available to populations no matter where they live. To achieve this, Gavi is engaging manufacturers globally for supply of suitable vaccines, and Vaccine Pillar partners and countries on potential vaccination demand scenarios and needs.
The Gavi Board in December 2022 supported an ambitious plan to support sustainable regional vaccine manufacturing, particularly in Africa as well as an expanded role for Gavi for pandemic preparedness and response (PPR). In addition, a decision to continue ensuring COVID-19 vaccines are accessible to the 92 AMC countries was approved in principle.

THE ROLE

Please note this is a temporary role, until 31st December 2023.

This role will be part of the COVAX Data, Monitoring and Insights team which leads the design, implementation and evolution of comprehensive Monitoring, Measurement and Learning (MML) strategies associated with COVAX and COVID-19. As COVAX integrates it’s work and learnings into Gavi, this team will also lead on supporting MML needs for Gavi’s expanding role in PPR and integration of COVID-19 vaccinations into Gavi’s core programming (subject to Board decision in June 2023).

MAIN DUTIES/RESPONSIBILITIES

• Design, implement and evolve the Monitoring, Measurement and Learning strategies associated with Gavi’s expanding role in PPR, and particularly Gavi’s regional manufacturing agenda. These strategies will need to be dynamic in nature and respond to internal and external learning, reporting and accountability needs as they evolve over time;
• Represent Gavi and or COVAX in cross- Alliance and broader stakeholder engagements and strategic decision-making for a related to global data collection, reporting and learning efforts;
• Responsible for establishing theories of change and engaging closely with the Centralised Evaluation Team under the MEL Department to ensure evaluation needs are identified and planned for accordingly from the outset of these strategies;
• Generate quality and timely analyses (may be both qualitative and quantitative in nature) as requested from different teams within Gavi linked to the PPR, global health security, regional manufacturing and COVAX/Gavi’s evolving engagement with COVID-19. These can include, for example, analyses to complement core reporting, to provide a deep-dive on programmatic questions, or analyses looking at certain process aspects;
• Responsible for routine reporting to Governance bodies building off established MML strategies;
• Inform, design and report against donor logframes and other specific donor-led efforts as required;
• Lead the COVID-19 learning agenda, including identification of gaps in evidence and knowledge where additional learning needs to be commissioned. Support the quality and timely deliver of different learning outputs and products, ensuring that learnings are fed back in to relevant workstreams (such as Gavi programming, Gavi 6.0 strategy and the Vaccine Investment Strategy process). This will require consultation with diverse stakeholder groups, both internally and externally;
• Lead the project management of the COVID-19 learning agenda including budget management, engagement with procurement team, monitoring timely submission of quality deliverables etc.;
• In collaboration with the COVAX Data Manager, assess potential uses of existing data sources and provide guidance on the development of new data sources linked to COVID-19, PPR and regional manufacturing;
• Implement Standard Operational Procedures to minimise risks related to sensitive data.

QUALIFICATIONS

ACADEMIC

• Advanced university degree in public health, statistics, economics, or other relevant discipline.

WORK EXPERIENCE

• A minimum of 8 years of experience working in a similar public health role;
• Minimum of 5 years experience, with progressively more responsibilities in monitoring, measurement, evaluation and / or learning roles associated with complex public health or development-related programmes is essential;
• Experience in producing high quality written and quantitative products (power point decks, word/PDF reports, innovative communication tools) for internal and external audiences, with an excellent track record in synthesis of complex technical issues;
• Familiarity with innovative financing mechanisms and instruments an asset.

SKILLS/COMPETENCIES

• Capacity to manage multiple activities while providing quality and timely deliverables;
• Highly skilled written and verbal communication with demonstrated ability to synthesise complex issues into accessible oral and written materials;
• Ability to collaborate with colleagues with policy or programmatic expertise to design and implement MML frameworks and agendas to answer key questions;
• Experience in R programming skills, particularly for the management, manipulation and visualisation of data, or expert programming skills with other data science software like Python or Matlab and a willingness to learn R is an asset;
• Familiarity and ability to guide impact modelling groups a bonus;
• Ability to work independently, adaptively, and to take initiative;
• Excellent interpersonal skills and ability to work effectively in a multicultural environment and establish harmonious working relationships, both within and outside the organisation;
• Tact and discretion;
• Ability to take initiative in the absence of specific instructions, and to work effectively and efficiently with minimal supervision;
• Experience in information visualisation.

LANGUAGES

• Fluency in written and spoken English;
• Other UN languages, particularly French, is an advantage.
