For our office in Kabul, Afghanistan, the Johanniter-Unfall-Hilfe e.V. International Assistance, is looking for a Senior Programme Manager Afghanistan

1 Year Contract (with possible extension)

Background:

The Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance) has been working in Afghanistan since 2002, implementing projects in the field of health, nutrition and disaster preparedness. The programs are coordinated from the office in Kabul. As the humanitarian situation in Afghanistan continues to deteriorate, with growing needs amongst internally displaced people (IDPs), others struggling with the impact of conflict and natural disasters and communities exposed to communicable diseases coupled with challenges for some populations to access basic services. To address these challenges Johanniter is implementing various projects in close collabora-tion with local partner NGOs in several Provinces (presently Badghis, Khost, and Kabul).

You will be reporting to the Head of Mission Afghanistan (first line supervisor) and to the Head of Desk in Berlin (second line supervisor). You will be supervising a team of national staff and project partners and give technical advice to National Partners.

What you will do:

  • You will be responsible for the Johanniter programme in Afghanistan
  • You will technically supervise our project partners in implementing our programmes in Kabul and in the field.
  • You are passionate about building partnerships with new national, international or local partner organisations, assess and evaluate their activities and ensure the development of their capacities
  • You enjoy writing proposals to different donors in line with their requirements to ensure their continued support for our programs
  • Your support will be required in fundraising
  • We expect you to have a good understanding of the overall country programme

What you bring:

  • More than 5 years of experience in a humanitarian context, of which at least 3 years have been with in an international NGO
  • Experience in capacity building Experience in working with international and national partners, donors, health and other authorities
  • Experience in writing proposals and reports
  • Experience in monitoring and evaluation of projects in line with donor regulations
  • Experience in conducting assessments
  • Experience in security management in high risk areas and under stressful circumstances
  • Previous working experience in Afghanistan is an asset
  • Strong management, project planning and organizational skills
  • Strong analytical, written/oral communication and reporting skills
  • Negotiation abilities and diplomatic skills, sensitivity to cross-cultural dynamics, ability to work in an international team and good sense of humour
  • Fully computer literate
  • Fluency in English required

What we offer:

Fixed term contract for one year (with possible ex-tension)

Remuneration: 51,335 – 54,000 € per annum

More Details about the Position:

Strategy and Programme Development

  • Contributes to the development of the country strategy based on the global Johanniter strategy
  • Identifies new programmes based on assess-ments that support the achievement of Johanniter’s strategic objectives in the country (including rapid humanitarian assistance in case of disasters in coordination with Head of Mission and HQ)
  • Leads project development processes and ensures the production of high quality concept notes and proposals for submission to various donors
  • Assesses and builds partnerships with new national, international or local partner organisa-tions
  • Supports program teams in contract manage-ment systems, grant inception workshops, submission of quality donor reports and donor compliance
  • Develops exit strategies and handover

Programme Management

  • In coordination with the Head of Mission, designs, plans and coordinates all projects in the course of humanitarian aid and development cooperation in line with beneficiary needs, national policies as well as Johanniter and donor programme objectives and policies and international standards
  • Supervises and ensures the effective and efficient implementation of all programme activities, reviews management systems and makes appropriate improvements at field level
  • Supports and supervises national partners in effective and efficient management of projects implementation in line with the project management cycle, program objectives, log frames, activities and indicators
  • Ensures cost effective planning, monitoring/supervision and evaluation of the activities of current and future projects
  • Coordinates activities between the field sites, project partners and the country office
  • Recognises further needs and conduct assessments where needed for project proposals including partnership assessments
  • Leads the development and submission of high quality concept notes and proposals
  • Assists the Head of Mission in identifying new funding opportunities
  • Supports programme teams in contract management systems, grant inception workshops, timely submission of quality donor reports and donor compliances (in close coordination with Administrator)
  • Capacity building of local partner organisations and project related staff

Program Monitoring and Evaluation

  • Ensures project monitoring systems are in place and that reviews are undertaken periodically in conjunction with the team, the Head of Mission, project partners and relevant local stakeholders
  • Ensures accountability and transparency to beneficiaries, communities, donors, partners
  • Monitors and maintains compliance with standard Johanniter procedures and guidelines
  • Monitors the evolving humanitarian situation in the project regions and consider strategic and immediate responses
  • Initiates regular project team meetings at all field sites to ensure successful project implementation
  • Together with colleagues in programme department, in particular emergency response desk, monitors humanitarian developments, facilitates/ manages emer-gency response in country
  • Regularly travels to all field sites depending on project needs and upon clearance for security
  • Works closely with the PM&E Coordinator in all aspects of monitoring, evaluation and accountability of project activities

Human Resource and Team Management

  • Creates and maintains a culture of team spirit and ensures all staff is committed to strive for high performance contributing to the achievement of the strategic ambitions of JUH
  • Recruits and hires national staff according to HR plans agreed by the Head of Mission
  • Promotes accountability, communicates expectations and provides constructive feedback informally and formally via regular bilaterals and performance re-views
  • Ensures both individual and team development and capacity building

Safety and Security

  • In coordination with the Head of Mission ensures the safety of all staff at all times
  • Supports the Head of Mission to monitor the security situation and establishes a good understanding of the context and risks associated with a changing environment
  • Ensures that the security guidelines are followed by staff in country and visitors especially in the absence of the Head of Mission
  • Together with the Head of Mission reviews and up-dates the security and contingency plans as needed
  • Together with the Head of Mission, maintains regular contact with relevant networks and security stakeholders (UNDSS, INSO etc.)

Representation and Communication

  • Together with the Head of Mission builds and strengthens external relationships and represents Johanniter with donors, the host government, international and national organizations, and coordination fora
  • Supports Media and Press work in conjunction with the Head of Mission and HQ Communication Desk; contributes to preparation of regular reports, updates and articles for Johanniter Communication and Fundraising Department
