Context:

The International Organization for Migration (IOM) has been present in Myanmar since 2005 and is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees, Internally Displaced People (IDP), victims of trafficking, stranded migrants, and other vulnerable migrants.

As a result of the multifaceted crises faced in Myanmar in 2021, emergency and humanitarian needs have been increasing across the country. There has been an identified need for better data on mobility, populations and needs to support the humanitarian response. As such, IOM is aiming to support this effort as part of its humanitarian response programming in the country.

Under the overall supervision of the Chief of Mission (CoM), and in close coordination with the Senior Emergency and Post-Crisis Specialist and the Regional Displacement Tracking Matrix (DTM) Officer in the Regional Office for Asia and Pacific (ROAP), the Senior Programme Coordinator will be responsible for the development and oversight of IOM’s emergency response programming in Myanmar, including leading displacement and mobility tracking, assessment of humanitarian needs, resource mobilization efforts, managing development and implementation of the programme in line with relevant frameworks and standards at national and international level, and representing IOM in the inter-agency forums where the response plans and operations are developed.

Core Functions / Responsibilities:

1. In line with the priorities set out in the Humanitarian Response Plan 2022 and relevant United Nations (UN) and IOM framework documents, lead the further development and management of IOM’s emergency and post-crisis response programmes in Myanmar, with particular focus on implementation of IOM’s information management (IM) programmes, ensuring a harmonized approach in line with the humanitarian response planning for Myanmar.

2. Plan, develop and supervise the implementation of all activities of relevant information management programmes ensuring quality output, allocation of resources to achieve the identified outputs, selection of personnel and partners and overall management functions. Be responsible for setting up team structure – including overseeing all recruitment, training, capacity building and staff management.

3. Ensure IOM is represented IOM in meetings with all key humanitarian partners and stakeholders, including the Inter-Cluster Coordination Group, interagency working groups on assessments/ information management, and any other relevant inter-agency forums as needed, and contributes to the response planning, and participates in key decision-making processes.

4. Represent IOM in key donor meetings as necessary to facilitate further development of programmes, and coordinate with all key stakeholders at national level, including Government, UN agencies, and civil society to ensure effective and timely implementation of the programme.

5. Ensure coordination with, and involvement of national and local stakeholders through a coordinated approach, to increase the effectiveness and sustainability of response measures. Identify potential and innovative entry points to expand strategic and technical collaboration with these stakeholders.

6. Lead external coordination with actors to outline the scope of IOM’s need assessment planning, to lead technical discussions on tool development and anticipated outputs, ensuring close coordination with existing data collection initiatives to support harmonization where feasible.

7. Ensure technically sound data management processes, including designing and developing the products, tools and approaches, as part of a phased approach, with initial focus on setting up a network across the country.

8. Oversee and guide technical colleagues on the establishment of databases and tools for storing, managing and analysing information gathered by IOM. Ensure adequate knowledge management and develop SOP, guiding tools, training packages and lessons learnt throughout the implementation of the programmes.

9. Design and implement mechanisms and operational frameworks for data and information sharing and dissemination for key stakeholders, taking into account the overall aspect of data sensitivity and accountability.

10. Exercise administrative, financial and operational management for emergency and post-crisis projects. Ensure projects progress is monitored, as well as anticipated delays and budget expenditure, and implement all necessary adjustments and follow up. Provide advice and guidance and lead technical and operational support as needed to ensure activities are on track and in accordance to the agreed projects schedules.

11. Play a lead role in further resource mobilization efforts in close coordination with CoM and Programme Managers, including ensuring the regular updating of the IOM Strategic Plan, drafting of new proposals, and coordinating contributions to relevant UN frameworks. Support efforts to initiate new projects through design and implementation of thematic assessments, area-focused rapid assessments, or other forms of data collection.

12. Ensure the technical oversight of IOM’s emergency and post-crisis response work in Myanmar, directly or by liaising with thematic experts in ROAP, other Country Offices (CO) and Headquarters (HQ), including providing technical support to Programme Managers to strengthen the emergency and post-crisis components of ongoing programming, and promoting convergence between all programmes and projects aiming to advance efficiency and effectiveness of the response.

13. Ensure continual review of the programme for improvements or modifications in light of shifting operational realities and strategic priorities.

14. Coordinate closely with security counterparts at the CO level, develop security risk mitigation measures as needed, and ensure team members are trained on and adhere to required security protocols and SOPs.

15. Ensure timely preparation and submissions of all project reports according to IOM and donor formats as required. Ensure regular reporting and information to key external partners, as well as internally within IOM Myanmar and global DTM, on progress, achievements, challenges, lessons learned. Prepare regular updates, programme summaries, press releases and other relevant materials.

16. Ensure the preparation of talking points, briefs or key messages upon requests from the CoM, senior management or the IOM Regional Office (RO) in a timely manner.

17. Ensure adherence to data protection principles for handling personal data of IOM beneficiaries, in regard to collection, use, storage, disclosure and disposal of personal data. Ensure relevant standards, manual, and guidelines are integrated into implementation, including but not limited to, standard and guidelines in relation to Gender-Based Violence (GBV), gender and Protection Mainstreaming, as well as relevant standards in place and/or developed at the national level in Myanmar.

18. Engage in duty travel as needed and required to oversee field teams, provide technical guidance and to visit areas of operation.

19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Humanitarian Operations Management, Business Administration, Migration Studies, Information Management, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Demonstrated experience and expertise in management of data initiatives, preferably within IOM;

• Experience in external engagement, representation and liaison;

• Operational and field experience in humanitarian response and IOM relevant areas of work;

• Experience of working with the humanitarian inter-agency coordination systems;

• Experience in liaising with governmental authorities, other national/ international institutions and NGOs;

• Technical experience in assessments, database management, data analysis and database systems.

Skills

• Knowledge of monitoring and evaluation.

• In-depth interpersonal skills, ability to build relationships and skills engaging with a wide range of stakeholders.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
