Position Title: Senior Programme Assistant (Engineering)

Duty Station: IOM Philippines Country Office (Zamboanga City)

Classification: General Service Staff, G-6**

Type of Appointment: Special short-term graded, six months with possibility of extension

Context:

Under the overall supervision of the Head of Sub-Office in Cotabato City and the direct supervision of the Head of Satellite Office in Zamboanga City, the successful candidate will be responsible and accountable for coordinating implementation and monitoring of activities related to IOM’s programme implementation in Zamboang, Basilan, Sulu, and Tawi-Tawi (ZamBaSulTa).

Core Functions / Responsibilities:

  • Assist in preparing a detailed workplan for the implementation of the project activities that require engineering support, including but not limited to Sustainable Energy Solution (Solar Electrification Project), Shelter, and WASH, in ZAMBASULTA.
  • Participate in the coordination, and installation of approved engineering designs with key stakeholders, such as government counterparts and community leaders, under the guidance of the Head of Satellite Office and in support of the field engineer teams.
  • Provide support to field engineers and Implementing partners (identified vendor/supplier) as directed by the Head of Sub-Office.
  • Monitor timely delivery of construction materials and quality implementation of construction/repair activities.
  • Prepare project progress reports, primarily for construction activities indicating recommended project support actions as required/necessary.
  • Ensure full adherence to the principles of the Do no Harm Framework throughout the project implementation.
  • Support the Programme’s visibility and stakeholder engagements, as required.
  • Undertake duty travel to support the team and other colleagues, as required.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • University degree in Civil or Structural Engineering or a related field from an accredited academic institution with four years of relevant professional experience, preferably in engineering or similar roles; or
  • High School degree in the above fields with at least six years of relevant professional experience.

Experience

  • Minimum of four years of relevant engineering experience in Shelter, WASH, and Solar Electrification.
  • Experience supervising local construction contractors – working with local or national government agencies and non-government organizations and private sector groups is an advantage.
  • Experience in WASH construction a distinct advantage.
  • Familiarity with the context in the Provinces of Basilan, Sulu, Tawi-Tawi an advantage.
  • Familiarity with IOM administrative management, an advantage.

Skills

  • Strong technical skills for Electrification/WASH engineering necessary.
  • Strong organizational and coordination skills needed, with the ability to manage multiple remote tasks simultaneously under time constraints.
  • Knowledge of UN and bilateral/multilateral donor programming.
  • Strong knowledge and understanding of Zamboanga City and BaSulTa context a distinct advantage.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of ZamBaSulTa languages (i.e. Chavacano, Yakan, Tausug, Sema) is desirable.
