GOAL

General Description of the Programme:

GOAL an International Humanitarian Organization has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey. GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household. GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

Under the strategic guidance of the Deputy Director of Programme Quality, Senior Program Quality Coordinator – Field and Partnership (SPQC-FP) will oversee and lead on the operational implementation of quality assurance and safeguarding functions for GOAL Syria’s programme portfolio in Idleb and North Aleppo.

The incumbent will have direct oversight and supervision of the NWS field based programme quality departments including Monitoring & Evaluation, Accountability, Beneficiary Selection, and Protection and Safeguarding.

The (SPQC-FP) will ensure effective GOAL representation to local authorities and engagement with communities, NGOs, GOAL Partners and other stakeholders in locations where GOAL does not directly implement but works through partners. The (SPQC-FP) will closely coordinate with the AC-Operations in Idleb and Northern Aleppo who are responsible for GOALs direct implementation.Duties, objectives and competencies

Main responsibilities:

Job Responsibility #1: Leadership & Management of GOAL Syria Programme Quality Field Functions.
40% of Time:

  • Contribute to and support strategic direction of GOAL Syria’s programme quality department including the promotion if a learning culture, strengthening of gender equity and inclusion mainstreaming within programme approaches, and programme quality tools.
  • Directly line manage Field Monitoring, & Evaluation (M&E) Coordinator, Field Accountability Coordinator, Field MIS Manager, and Deputy Protection & Safeguarding Manager, and supervise all aspects of their implementation of GOAL Syria’s field-based programme quality (PQ) activities including the submission of high-quality reports.
  • Ensure that all field PQ staff have a clear understanding of organizational goals, priorities and policies, and that they are is reflected in programme planning, implementation and field staff conduct.
  • Work with the DPP and SPQC to ensure effective consideration, embedding and monitoring of protection mainstreaming principles in GOAL field programme operations.
  • In coordination with SPQC, liaise with other GOAL departments including finance/administration, procurement, and human resource departments to ensure adequate support for all PQ field activities.
  • Together with DDP and SPQC identify areas of PQ improvement, GOAL field staff and Partner capacity building and professional development needs.
  • Support SPQC with operational oversight and functionality of GOAL Syria Accountability mechanisms ensuring alignment and adherence to accountability principles; support with PQ teams’ knowledge of and adherence to beneficiary data protection requirements and good practices.
  • Ensure effective operational oversight and efficient running of GOAL Syria’s Community Feedback Mechanism (CFM).
  • Support Field Accountability and Accountability Coordinators with periodic reviews/evaluations of the CFM and performance of GOAL Syria programme portfolio against key Accountability benchmarks.
  • Oversee and ensure that Beneficiary Verification and Selection processes are functioning, efficient and fit for purpose.
  • Support the SPQC and Monitoring & Evaluation Coordinator to implement a robust project monitoring and evaluation system, and management of programme data to support efficient and effective programme reporting and review systems that will enable measurement of progress at output, outcome and impact levels.
  • Work with the SPQC and Learning Coordinator to support a learning and dynamic environment in the field that facilitates two-way learning, creating a culture of reciprocity with various field-based stakeholders; ensuring the capture and capitalisation of programme learnings and facilitate adaptive management and the incorporation of field operational lessons learned into revised project designs and implementation plans.
  • Work closely with the Programme Data Systems Coordinator to ensure field MIS teams functionality and efficiencies are supported as well as capacity building needs, and SOPs are in place as required.
  • Review and contribute to strategic learning briefs relating to GOAL Syria programming and support the communication of program impact/overall results to internal and external stakeholders and forums.
  • Coordinate with the AC-Operations in ensuring the smooth day-to-day running of field operations supporting partners and ensure that MEAL programme plans are clearly prioritized and communicated to the support team effectively.

Job Responsibility #2: Support and facilitate GOAL partnership management and coordination in relation to programme quality.
20% of Time:

  • Contribute to strengthening co-ordination and collaboration within and across GOAL and partner programme teams and operations, ensuring constructive communication, building team morale (within individual teams and within the whole area team) and the development of a collaborative environment.
  • Work closely with the DPP, Partnership Coordinator and GOAL Syria’s Gender Equity & Social Inclusion Advisor to identify and strengthen gender-responsive and socially inclusive partner programming.
  • Lead and participate as required in workstreams with the Partnership and Learning Coordinators to promote and support two-way learning with GOAL partners ensuring the systematic capture and documentation of partner learning.
  • Ensure effectiveness and fit for purpose of GOAL Syria of partner monitoring functions ensuring that scope of work reviewed regularly with SPQC and operationally implemented. Support partner monitoring teams to have the necessary logistical and administrate support to conduct their job functions.
  • Conduct and participate in regular meetings with the partner field teams to enhance information sharing among GOAL and partner Field Team members.
  • Ensure effective GOAL representation to local authorities and engagement with communities, and other stakeholders in locations where GOAL does not directly implement but works through partners.
  • Support the PMT team members to serve as community focal points to receive stakeholder feedback about on-going programming. Ensure that complaints and feedback from community members are logged through the GOAL complaints and feedback system. Work with the remote Accountability Coordinator and Investigation team to ensure these are processed and responded to in a timely manner.
  • Participate with the PMT Manager in a monthly meeting with partner organizations to maintain coordination for weekly monitoring plans and ensure that findings are communicated with the remotely based Technical Coordinators as well as the CD-SR and quality feedback is implemented and findings and feedback from PMT activities are shared with relevant partner organizations at Syria Field office and Turkey Head office levels. The AC-PQ will attend quarterly meetings along with the Turkey based Partnership Coordinator and CD (SR) at the partner Head Offices in Turkey.

Job Responsibility #3: Oversee operational coordination of safety and security of GOAL PQ field teams and support a conflict sensitive approach to GOAL Syria programme quality operations.

15% of Time:

  • Responsible for the overall oversight of safety and security of GOAL MEAL, Accountability, PC and PMT staff in GOAL and partner AoOs in Idleb, Syria, closely coordinating with the AC-Operations in Idleb and Northern Aleppo, the Country Director (Syria Response) and the GOAL Syria and Regional Safety and Security Advisors.
  • Work to ensure a conflict sensitive approach across GOALs implementation which considers existing and predicted local level risks and sensitivities.
  • Be responsible for security and safety of GOAL personnel working in non-GOAL areas in Syria including participatory development and implementation of the Country Security Management Plan.
  • Develop and maintain relationships with the relevant local authorities and key stakeholders in partner areas.
  • Report any security threats and incidents to the Country Director.
  • Coordinate with the security department to ensure that staff are trained in, and comply, to security procedures and protocols at all times.
  • Ensure PMT are tracking the security incidents are faced in the partners locations and updated, with making sure of the coordination with safety department to avoid any potential risks on GOAL teams in Partners locations.

Job Responsibility #4: Representation and Community Engagement

15% of Time:

  • Ensure effective GOAL representation to local authorities and engagement with communities, NGOs in GOAL area of operations.
  • Ensuring communication of and adherence to GOAL procedures and policies and donor compliance
  • Ensure close coordination with other NGOs and various authorities in Idleb and Northern Aleppo in partners operational areas.
  • Engage with other NGOs, Local Councils and UN and ensure that all agencies are aware of GOAL’s activities and that planning is coordinated to avoid duplication and maximise impact in GOAL partner areas
  • Participate in donor meetings when required allowing for security conditions, accompany donors on monitoring visits to GOAL partner’s areas of operation in Syria.
  • Ensure that Turkey based (remote) Programme Co-ordinators have up-to-date information in order to represent the Syria programme in Turkey/ Amman hub fora.
  • Ensure partners are liaising with relevant local authorities within the framework of the JOP/ Humanitarian Principles.

Job Responsibility #6 Lead, Mentor, and Manage Staff

10% of Time:

  • Ensure the proper implementation of GOAL’s performance management system for direct reports, including individual and project planning, , regular feedback, coaching and mentoring, mid-term reviews and annual performance appraisals.
  • Maintain a focus on the training and development needs of direct reports.
  • Support an organisational culture that reflects GOAL’s mandate, values, promotes accountability and high performance, encourage a team culture of learning, and innovation.
  • Oversee the recruitment and orientation of new direct reports.

Other:

  • Any other duties as assigned by the DPP.

Requirements: Technical & Functional skills

  • Bachelor’s degree in social sciences, economics, information management. Additional qualifications in project management an advantage.
  • At least 5 years previous experience in managing large projects with a focus on accountability and MEAL functions
  • Experience working with NGOs and an understanding of humanitarian principles and international standards for humanitarian work.
  • Experienced in field operations and implementation and delivery of humanitarian assistance
  • Understanding/experience of digital data gathering technology and/or database design and management
  • Commitment to beneficiary accountability and humanitarian principles
  • Fluent in spoken and written Arabic and English
  • Excellent communication skills and a proven ability to positively represent an organisation at a senior level to community and key stakeholders.
  • Good interpersonal skills and ability to sensitively and effectively manage staff disputes and any local stakeholder issues with GOAL.
  • Ability to analyse information, evaluate options and to think and plan strategically.
  • Strong planning, budgeting, and report writing skills.
  • Ideally has experience of working with NGO donors.
  • Excellent team player and ability to develop good team morale.
  • Good computer knowledge including the use of Microsoft Word and Excel
  • Enthusiastic and keen to work extra hours to achieve the objectives of the programme.
  • Flexible and resourceful and able to deal with sudden changes in the context and in priorities.
  • Able to travel between Syria and Turkey (Dual citizenship preferred)
  • Prior experience working in the Northwest Syria context preferred.
