Overview

USAID MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health) Integrated Health Resilience, hereafter referred to as MIHR, is USAID’s flagship program for “MNCH/FP/RH Service Delivery in Fragile Settings”. MIHR seeks to support countries to overcome the impacts of fragility on the population’s health and contribute to countries’ movement along the development continuum toward reduced maternal, and child mortality and increased self-reliance. The project is currently in the third year of the five-year period.

The Senior Program Officer (SPO) will work with technical, finance and administrative staff to design and manage MOMENTUM country programs that are led by JSI or have substantial technical involvement of JSI staff. They will also work directly with the JSI technical leads at the global level on the design and management of activities that may span multiple MIHR-assisted countries, including those led by other MIHR partner organizations. The SPO provides headquarters (HQ) programmatic backstopping and general management oversight to the assigned countries and is the primary HQ point of contact for each of them. SPOs must understand country context, technical design, day-to-day implementation, and results and be able to provide information on these at any given time. SPOs coordinate all MIHR consortium partners working on an assigned country program, manage Country Support Teams (CST), and coordinate responses to questions raised by the client, the United States Agency for International Development (USAID), as well as about any implementation issues that might arise. SPOs are in regular contact with country Chiefs of Party (COPs) and other program and technical staff on the CSTs.

Responsibilities

The SPO will be a critical member of MOMENTUM’s headquarters team. S/he works under the direction of the Deputy Project Director (DPD) and Country Support Lead (CSL) to manage the work of MOMENTUMS’s Country Support Teams (CSTs), as assigned. Specific responsibilities include working with the CSTs at the MIHR home office and with Chiefs of Party and their teams in a number of countries to:

Core and Country Program Planning and Management

  • Work with technical and program staff to carry out country assessment and design missions
  • Manage the preparation, review and finalization of country-specific concept papers, strategic plans, annual workplans, budgets, performance monitoring plans (PMPs) and Environmental Mitigation Management Plans (EMMPs), with contributions from multiple MOMENTUM partners
  • Orient and conduct planning and regular update meetings with CST members to ensure the transparent, timely flow of information amongst partners and between the country team and home office
  • Triage requests for information about MOMENTUM country programs and for workplan submissions, reports, budgets, etc. to appropriate CST members, as required
  • Provide additional annual planning and management support (including support for activity design and budget creation) to the MIHR core technical teams led by JSI, which include MERL, child health, community health, immunization, supply chain and digital health
  • Develop and maintain excellent relationships with internal and external colleagues and among partners and engage key program stakeholders in planning and throughout implementation

Country Operations and Program Implementation

  • Manage the recruitment of international and national staff and consultants assigned to JSI-led technical areas and JSI–supported country programs
  • Oversee the opening and closing of JSI-led field offices, including finding and leasing office space, adapting JSI personnel and administrative systems to meet MOMENTUM and JSI needs, and ensuring compliance with local labor laws
  • Develop and implement team building and training to build the skills of country office and other program staff
  • Oversee procurement of equipment and commodities (including vehicles) and grants management by country teams: Work with technical and contracts staff to prepare scopes of work and requests for proposal; evaluate competitive bids; and monitor and evaluate the work of grantees
  • Work with COPs and technical officers to ensure that scopes of work and deliverables for short- and long-term technical assistance are clearly defined and that appropriate staff and consultants are mobilized to support country implementation
  • Ensure coordination between relevant technical leads and country focal points to develop realistic detailed implementation plan for core and mission support activities.
  • Throughout implementation, work with in-country teams and HQ technical focal points to monitor implementation against plan and, flag and facilitate course correction as needed.
  • Supervise/mentor Program Coordinators (PCs) at headquarters level and their involvement in start-up, work planning, recruitment, field accounting, reporting, etc.

Financial Management

  • Prepare and guide country teams and partners in preparing budgets to accompany country workplans and other cost estimates
  • Prepare and supervise the preparation of partner work authorizations
  • Track anticipated funding and its allocation to country programs
  • Work with finance teams to prepare accrual and pipeline reports and to track expenditures against approved budgets
  • Review spending with CSTs and COPs, and work with them to revise budgets and spending estimates as required.

Reporting

  • Ensure the timely submission and quality of all country reports to USAID and other donors that may be supporting country activities, including quarterly, semiannual and annual progress reports, study reports, trip reports, etc.
  • Plan and facilitate regular country program review meetings, with the participation of country teams and donor(s)
  • Represent MOMENTUM to USAID Missions in the course of regular monitoring visits
  • Meet with and present country plans and achievements to other donors, as relevant

Documentation/Dissemination

  • Prepare and review country program updates for internal and external MOMENTUM and JSI websites
  • Promote and support information sharing across country programs and among core team members
  • Collaborate with Knowledge Management/M&E/Program Learning and with country teams to contribute to MOMENTUM publications and improve MIHR monitoring and reporting processes
  • Review and work with consultants and MOMENTUM technical staff to finalize trip reports and other technical documents
  • Other tasks as assigned by the MOMENTUM Country Support Lead and Deputy Project Director

Qualifications: JSI seeks a results-oriented individual with the ability to produce and lead teams in producing high quality work under tight deadlines. The successful candidate will have:

  • A degree in public health, public administration or related field
  • 6-10 years of experience managing international health programs and at least 2 years working overseas in a developing country environment;
  • Strong program planning and management skills, including familiarity with common planning frameworks and monitoring tools;
  • Knowledge of USAID policies and procedures and prior management of USAID-funded programs preferred;
  • Proven skills in group facilitation, team building, personnel management and partner coordination;
  • Ability to build relationships and interact effectively with technical experts, other partners and donor agencies;
  • Prior experience and success working in complex environments, with teams whose members are physically located in different time zones and geographic areas;
  • Ability to supervise and build the skills of both senior and entry level program staff
  • Excellent verbal and written communications skills including the ability to organize and present information in a compelling way;
  • Proficiency in English and French
  • Ability to travel up to 20% of the time to developing countries
