The IRC’s Research, Analysis, and Learning (RAL) unit oversees a commitment to evidence throughout the Resettlement, Asylum, and Integration (RAI) department through dedicated experts in research; monitoring and evaluation; data management; and instructional design. The RAL team fosters the integration of evidence into program design and implementation, publishes findings, and provides opportunities for staff education and peer learning.

**Job Overview/Summary:**The IRC is seeking a Senior Program Officer, Instructional Technology and Design. The position will be responsible for the design and development of training curriculum and materials, overseeing user experience aspects, integrating technology as appropriate, coordinating peer learning initiatives, and supervising a team of trainers.

MAJOR RESPONSIBILITIES:

  • In collaboration with leadership, set a vision for RAI staff training and development

  • Supervise and support a team of staff members focused on RAI training and orientation initiatives

  • Design and develop training curriculum using appropriate instructional development methods

  • Collaborate with business owners across the RAI department and other stakeholders on learning experience design

  • Identify and implement educational technologies to support training approaches

  • Create and maintain templates for use with e-learning modules and other learning products

  • Conduct in-person and online trainings

  • Coordinate and implement a portfolio peer learning initiatives (including the About RAI webinar series, the Learning Collaborative, and Communities of Practice)

  • Identify training needs among user groups and/or offices through analysis of support requests and propose follow-up training recommendations to stakeholders

  • Conduct training evaluations to assess effectiveness and efficacy, adapting materials and approaches accordingly, and schedule follow-up training sessions as needed

  • Maintain and update RescueNet RAI learning pages

KEY WORKING RELATIONSHIPS:

Position reports to: Director of Training & Instructional Design

Position directly supervises: Program Officer, Training (responsible for collaborative technical training for Business Development, Grants Management, and Finance teams) and Program Officer, Instructional Design & Knowledge Management (responsible for RAI orientation efforts)

Indirect reporting: N/A

Other internal and/or external contacts: HR, Talent Management, Program leads

JOB REQUIREMENTS:

  • Bachelor’s Degree in instructional design, education, or other relevant field (or equivalent work experience)
  • Graduate degree highly desired
  • Minimum five years of experience developing and implementing training, technical assistance, capacity-building, or education programs
  • Experience developing innovative virtual multimedia trainings, such as webinars, online courses, self-paced e-learning, etc.
  • Proven ability to develop training curricula, help documentation and other support materials
  • Deep understanding of instructional design principles (including adult learning theory)
  • Experience contributing to program monitoring and evaluation (data collection, management, and reporting)
  • Experience with Learning Management Systems (LMS)
  • Experience with webinar software
  • Top-notch writing, editing, and presentation skills
  • Proficiency with eLearning content creation software, audio/video editing tools, and the MS Office suite
  • Familiarity with intranets knowledge management principles
  • Ability to work independently and meet deadlines in a fast-paced, detail-oriented environment
  • Fast learner, creative problem solver
  • Experience engaging with subject matter experts and building collaborative trainings
  • Excellent interpersonal and communication skills: ability to effectively liaise with colleagues on all levels in a multicultural environment
  • Familiarity with the United States refugee resettlement process a plus

Language Skills: English language fluency

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
