IREX seeks qualified candidates for the position of Senior Program Officer II to provide strategic and managerial leadership of leadership development programs including a project supporting leaders in communities across the Middle East and North Africa in implementing community and entrepreneurial projects and enhancing professional and leadership skills and networks. The Senior Program Officer II oversees planning and day-to-day operations, provides financial planning and monitoring, supervises staff, contributes to technical aspects of programming, supports the professional development of staff, and may contribute to new business development. This work may involve travel when the global safety and security situation permits.

Your Background & Skills

  • A Bachelor’s degree
  • 8+ years of progressive work experience
  • Demonstrated commitment to advancing diversity, equity, and inclusion in the workplace
  • Supervisory experience or experience directly managing staff required
  • Commitment to building and sustaining diverse and inclusive teams required
  • Project management experience required
  • Professional cross-cultural experience; experience in or with Tunisia or North Africa a plus
  • Experience managing USDOS and/or USG-funded programs preferred
  • Project start-up and close-out experience preferred
  • Technical knowledge of and hands-on experience with leadership/fellowship programs a plus
  • Demonstrated program management experience and ability to lead staff in setting goals, prioritizing tasks, and developing efficient administrative practices
  • Demonstrated understanding of and experience with level of effort projections, financial management, project budgeting and forecasting
  • Experience with performance monitoring and evaluation plans and development of and monitoring of results framework
  • Knowledge of and experience working in network and alumni engagement, professional development programming, and leadership development; ability to draw upon sound knowledge of the field, best practices, and funder and IREX approaches to enhance program implementation
  • Experience in mentoring, coaching, or other relevant leadership development work with young professionals
  • Ability to establish successful collaborative, cross-cultural working relationships with a range of stakeholders
  • Experience with project design, grant management, and proposal development
  • Excellent organizational and analytical skills
  • Strong understanding of how to use technology to enhance program implementation
  • Excellent verbal and written communication skills
  • Ability to travel when the global safety and security situation allows
  • You must have unrestricted authorization to work in the United States

Your Daily Tasks

  • Ensure inclusive team environment modeling IREX values and commitment to DEI
  • Approach work with a learning and growth mindset, taking ownership of decisions and modeling IREX’s management philosophy
  • Provide management and oversight of programs/projects and program/project components; manage, monitor, and adjust programs in portfolio to ensure high quality deliverables and results
  • Lead effective relations and coordination with program funders and partners
  • Provide supervision, mentoring and guidance to assigned staff at HQ and/or country office(s)
  • Oversee development and implementation of a portfolio of skills and leadership development opportunities; design and develop program activities and related tools/materials
  • Set and monitor implementation of program(s) workplan(s)
  • Make decisions and provide solutions to implementation obstacles
  • Develop and monitor program budgets to ensure appropriate spending levels and approvals; ensure all fiscal and performance activities are compliant with IREX policies and funder regulations
  • Ensure impact goals are achieved and deliverables are technically sound and submitted in a timely manner
  • Draft complex documents, including program reports and evaluations
  • Manage program monitoring, evaluation, learning, and impact reporting
  • Negotiate, manage, and monitor sub awards, contracts, or consulting agreements
  • Guide program publicity and outreach; represent IREX and the program in public or internal outreach meetings
  • Other duties as assigned
