IREX seeks a Senior Program Officer for Monitoring, Evaluation, and Learning (MEL) for the U.S. Department of State’s U.S.-Jordan Leadership Exchange Program (UJLEP). UJLEP is designed to support a new generation of collaborative, creative and value-driven Jordanian leaders who drive success and growth in the economy and civil society while strengthening ties between the U.S. and Jordan. This three-year program will build skills essential to collaboration and interdisciplinarity, creative problem-solving and innovation, and equity and inclusion, and deliver a transformative U.S. exchange experience to 60 young Jordanian professionals. UJLEP will empower alumni through a professional development network and a small grants program to support community-based solutions to local and regional issues in partnership with U.S. hosts, who will travel to Jordan as part of an abbreviated reciprocal exchange.

As part of UJLEP’s Jordan team, the Senior Program Officer for Monitoring, Evaluation, and Learning will oversee all coordinated monitoring and evaluation efforts for the program, including data collection and analysis to develop reports and data visualizations that communicate impact and progress towards identified programmatic and organizational outcomes to a variety of internal and external stakeholders. This role will also help lead data management for the program and provide oversight of and training on related systems, such as online application system database, Salesforce and Alchemer. The Senior Program Officer for MEL reports to the Program Director, supports the Program Manager and works closely with both the Amman-based program team as well as the program team at IREX’s Headquarters in Washington, D.C., This position is open to Jordanian nationals only.

Your Background & Skills

  • Bachelor’s Degree in a relevant field.
  • 5+ years of progressive job experience in international education or development programs demonstrating relevant progressive experience, with a focus on monitoring and evaluation and data management work.
  • Experience in data management and analysis, including, but not limited to cleaning and auditing data for accuracy, synthesizing data from multiple sources, and accurately summarizing findings.
  • Experience managing and developing capacity for project systems; Salesforce, Alchemer, and/or Canvas experience is strongly preferred.
  • Experience working in and/or interest in developing capacity for data visualization tools, such as PowerBi, Tableau, Google Data Studio, or similar; PowerBi experience strongly preferred.
  • Experience working in and/or interest in developing capacity for Social Network Analysis
  • Experience in participatory monitoring and evaluation, familiarity with Most Significant Change strongly preferred.
  • High-level proficiency in Excel, including use of pivot tables, formulas, and charts, required.
  • Strong analytical skills and experience with statistical analysis software, required.
  • Demonstrated ability to plan strategically and creatively to meet specified objectives with strong ability to anticipate challenges and generate solutions.
  • Strong interpersonal and cross-cultural communication skills.
  • Demonstrated writing and document proofing skills in both English and Arabic; able to produce near final draft quality English and Arabic communication and documents.
  • Professionalism in written correspondence and report writing in both Arabic and English, excellent presentation and oral communication skills in both Arabic and English, and professionalism in senior-level client, donor, or partner relations.
  • Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize.
  • Demonstrated capability to work independently and as a team member to consistently take initiative, meet deadlines within strict time constraints, and maintain positivity and flexibility.
  • Training and facilitation skills, preferred.
  • Experience in mentoring, coaching, or other relevant leadership development work with young professionals, preferred.
  • Availability to support program activities in the evenings and on weekends, when needed based on the program cycle.
  • You must have unrestricted authorization to work in Jordan.

Your Daily Tasks

  • Lead all aspects of the project’s MEL plan and ensure timely, accurate, and thoughtful completion of deliverables.
  • Provide project management planning, oversight, and support to operations team members on administrative and monitoring efforts.
  • Analyze and synthesize project data to capture and report on impact, lessons learned, best practices, and trends.
  • Lead the design and development of data collection instruments and provide support to team members to deploy and gather data, including overseeing the Alchemer platform and team proficiency with said platform.
  • Responsible for the collection and management of Fellow, Alumni, and Participant evaluative data.
  • Collaborate with the team to ensure effective and consistent data collection and management processes for administrative, monitoring, and evaluative data across all team components.
  • Support Salesforce data management and administration by collaborating with and/or overseeing data integrity projects, Salesforce infrastructure improvements, and the design of consistent data storage formats across team components.
  • Identify, test, and improve new MEL approaches, tools, and training and build capacity internally on the project to support in these efforts.
  • Oversee project data analysis evaluative reporting, including supporting the design, writing, and editing for quarterly, annual, and other reporting and the submission of required MEL or indicator data.
  • Collaborate with team to ensure findings from impact data analyses are effectively communicated through social media, the program website, impact one-pagers, data highlights, and other fora.
  • Lead internal and external learning, reflection, and knowledge sharing around project.
  • Support program manager in all aspects of program implementation to ensure timely and accurate completion of deliverables.
  • Manage project participation in major external and internal evaluations.
  • Proactively support IREX’s Diversity, Equity, and Inclusion (DEI) efforts.
  • Travel as needed in support of project impact evaluation, project-level MEL design and implementation, or training.
  • Other support duties as needed.
