Who are we?

Elaf for Relief and Development was founded on May of 2014. It came out of the need to help the people still living inside Syria, who were either displaced or living in their homes with no access to food, medicine, education, and other basic

necessities. Elaf started out with volunteers and with the help of personal donations began helping those surviving inside Syria, struggling to make it another day. We at Elaf, work in hard to reach communities and our strength lies in the fact that we elevate the lives of those we help by “teaching them to fish rather than giving them a fish”. Elaf also sponsors over 10,500 orphans by providing for their education, food, as well as non-food items.

Elaf supports 2 clinics, small to medium enterprises (SMEs) such as small farms, 2 bakeries, and 15 schools. Overall, we do projects that contribute to the development of those still living inside Syria, who have no one to turn to.

Elaf provides the direct aids such as food, shelter, clothing, fuel, gift-in-kind, vouchers, and even cash to those in besieged areas. Elaf achieves its goals through quality driven, purposeful and diverse projects that are implemented inside Syria. The implementation of these projects are guided and executed by our dedicated team of both paid staff and volunteers.

Job Title: Senior Program Officer

Location: Gaziantep,Türkiye

Reporting Line: Program Manager

Department: Programs

Senior Programm Officer: Effective Contribution in providing assistance to Syrian families in Turkey in coordination with local authorities and other NGOs. Ensure proper targeting of beneficiaries based on Elaf Guideline documents and ensure systematic reporting on a regular basis.

Major areas of responsibility:

• Lead teams for basic needs relief activities
• Help in coordination of activities with local authorities and community leaders.
• Daily and weekly reporting on activities to Programme Manager
• Support in design of Elaf programmes in Turkey
• Monitoring and evaluation of existing projects
• Identification of any needs, targeting strategy, promotion of effective use, and post-distribution monitoring
• Ensure that case registration, verification, and post distribution evaluation is done in a timely manner.
• Effective participation in the design and implementation of needs assessments

Relationship: Represent Elaf as requested at various meetings and forums with government, non-government organisations and other stakeholders; and strengthen relationships with them and other organisations

Internal: Finance, Programme and Systems

External: Local government, other INGOs

Accountability: Accountable as per above mentioned duties and Responsibilities. Ensure best value of money and facilitate process to improve accountability to beneficiaries and donors (Humanitarian Accountability Partnership, HAP) In carrying out the above duties, Elaf Turkey approved procedures must be followed at all times.

Other duties: The above duties will be prioritised by the manager in consultation with the post-holder. The post-holder may be asked to re-organise their work to help Elaf respond to changes in type or extent of need. This would be done in a way consistent with the purposes of the post and in consultation with the post-holder.

Key Requirements:

• University degree in related field
• Previous experience in a similar position in an NGO in Turkey/or Syria
• Good command of English, Turkish and/or Arabic
• Previous management experience
• Good organization and reporting skills
