The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Senior Program Manager to lead its Legal Reform Fund Program. Through this program, ABA ROLI provides legal reform expertise to improve the economic enabling environment for women’s free and full participation in the economy in several countries in Latin America and Asia. The program identifies and addresses priority legal interventions at a country level through expert analysis and legal technical assistance to assist government and civil society partners to update and develop legal and regulatory codes and address barriers to women’s participation where changes are needed to bring more women off the sidelines and into the formal economy.

The Legal Reform Fund Program Senior Program Manager (SPM) reports to the Director of the Global Programs Division and will manage all aspects of the program. Through providing high-quality management to effectively implement program activities, the SPM is expected to provide daily operational, financial, and administrative program oversight of staff, consultants and pro bono partners based at headquarters and in-country, budget tracking, monitoring and evaluation compliance and donor relations. The Senior Program Manager will also contribute to the development of new programs and initiatives.

Principle Duties / Job Responsibilities

Principal Duties and Job Responsibilities of the incumbent are as follows:

  • Responsible for the day-to-day management of the Legal Reform Fund Program ensuring that all programmatic and budgetary requirements are being met according to ABA, ROLI, and donor requirements.
  • Recruit and manage technical experts/consultants and pro bono partners including developing terms of reference and collaborating with law firm pro bono coordinators.

· Oversee and provide guidance on research and drafting of gender analyses and analyses of the legal, policy, and regulatory environment affecting women’s rights and road maps for reform in priority countries.

· Lead coordination efforts, establish and maintain effective relationships with key internal and external stakeholders including local partners, donors and peer organizations.

  • Accountable for all timely, accurate, and compliant programmatic and financial monitoring and reporting, working closely with regional divisions, Monitoring, Evaluation and Learning (MEL) and Finance team colleagues.

· Apply do no harm principles and risk mitigation strategies in program implementation and possess an understanding of the economic, political, and social contexts in operating environments.

· Manage program team staff based in Washington, DC and overseas. Lead and manage human resource (HR) actions in collaboration with the HR department. Follow established recruitment processes and ensures adequate staff oversight including, performance appraisals, staff coaching and where appropriate, undertake corrective actions with team members.

  • Represent ABA ROLI at internal and external learning events as well as meetings and workshops with partners, donors, and peer organizations.

· Coordinate with ABA ROLI Communications team to contribute to outreach products such as blogs, briefers and website updates and identify and share information across the organization on resources, events, and workshops related to legal and regulatory reforms affecting women’s economic participation.

· Contribute to proposal development processes, leading technical writing and/or budget development.

  • Perform other related duties as required.

Required Education, Qualifications, Experience

· Bachelor’s degree and at least eight (8) years of program management experience or Juris Doctorate from an ABA-accredited law school or master’s degree and at least six (6) years of program management experience. NOTE: If the law degree is from a non-U.S. law school, the degree may not be required to be from an ABA-accredited law school.

· Minimum of four (4) years of previous supervisory experience.

Preferred Education, Qualifications, Experience

· Degree in international development or other discipline relevant to ABA ROLI’s work

· Previous work experience managing international development programs with a demonstrated knowledge of issues related to women’s economic empowerment and participation and familiarity with related issues of social inclusion, democracy and governance, human rights, the rule of law, access to justice, peace and security.

· Knowledge of regional contexts and experience managing programs in Latin America and Asia in-country and at headquarters.

  • Knowledge and experience with legal, regulatory, and policy reform analysis and gender analysis.

· Experience working with the Department of State, USAID, or other U.S. Government (USG) donors as well as international development organizations.

  • Representational experience with key stakeholders, including donors, high level USG and local government officials, and peer organizations.
  • Excellent interpersonal skills and ability to work effectively with a diverse group of stakeholders.

· Strong research, writing, analytical, knowledge management, and communication skills.

  • Effective time management and a strong ability to multi-task, adapt and manage competing priorities.
  • Ability to lead by example, positively motivate others and be an effective team player.
  • Fluency in written and spoken English.
  • Spanish language proficiency.

Travel

  • Up to 30% international travel.
