Reports to: Director of Emergency Programs

Required experience: Bachelor’s degree or equivalent work experience (eight years). Master’s degree in related field such as international relations, social sciences, etc. preferred. In addition to education or education equivalent, requires a minimum of five years related work experience. Understanding of the key issues in humanitarian and emergency affairs and in-depth knowledge of areas of responsibility required. Ability to apply skills and paradigms appropriately in a relief or chronic humanitarian emergency context. Proven work experience in grant writing and other relevant skills. Demonstrated ability to facilitate collaboration in complex settings required. Computer skills required.

Work Authorization: Must be authorized to work in the U.S.A. for any employer.

Travel: Up to 25% of time both in development and fragile contexts.

The Job:

World Vision is looking for a Senior Program Manager to support in the planning, coordination and management of World Vision’s response to CAT II and CAT III rapid-onset emergencies and complex humanitarian emergencies. Coordinate WVUS support to emergency response and chronic humanitarian emergency support in the field. Support in the acquisition of public, private, and bilateral relief grants on an as-needed basis through contributions to the writing of concept papers, proposal or other products as required. Help carry out our Christian organization’s mission, vision, and strategies. Attend and participate in the leadership of devotions, weekly Chapel services, and regular prayer.

Your Responsibilities Will Include:

Work alongside the Director of Emergency Programs in managing and coordinating disaster responses and ensuring high quality HEA programming.

  • Remain in ongoing communication with key Regional and National Office counterparts on early warning issues. Provide early warning updates to WVUS stakeholders as appropriate.
  • Ensure adequate coordination between all WVUS stakeholders and the field in the context of a disaster response.
  • Serve as a primary point of contact on disasters for all WV stakeholders, including (but not limited to): Donor Engagement, Media, Advocacy, all IPG.
  • Evaluate field needs and recommend commitments from the HEA strategic reserves and other response funds accordingly.
  • Participate in relevant InterAction and other working group meetings, as delegated/determined by the relevant Team Leader.
  • Provide support to the field, including technical review and finalization of response strategies, plans and budgets.
  • Build and maintain relationships with WVI HEA partners to enhance their understanding of WV’s strategy for engagement with the Bureau of Humanitarian Assistance (BHA) and Bureau of Population, Refugees and Migration (BPRM).
  • Contribute, as necessary, to the development of new public, private, and bilateral grant proposals.
  • Participate in the development, dissemination and promotion of WVUS IPG/HEA program strategies, standards and tools.
  • Manage Program Managers working in the same region, providing strategic support and escalating challenges as needed.

Interact with Regional Offices, Field Offices and in-country response teams to provide technical and general support to an assigned regional and/or sector-focused portfolio of rapid onset and chronic emergency responses. Support includes but is not limited to:

  • Ensure applicable WVUS program standards meet or exceed donor expectations
  • Participate in emergency response program development, as needed
  • Serve as an optional member of the WVI HEA Global Surge Capacity Network (GSCN) and as such be deployable to high-visibility Category III, Level 3 emergencies.
  • Encourage and facilitate the documentation of best practices and lessons learned in the context of an assigned portfolio, directed toward multiple audiences, to influence policy formation, develop capacity and foster professionalism.
  • Build and maintain relationships with external and internal partners in order to enhance their understanding of WVUS program standards and strategies
  • May manage relationships with external resource partners, such as donors and other key stakeholders.
  • May participate in WV Partnership working groups to establish Partnership-wide policies and standards.
  • May collaborate with development representatives and/or marketing product mangers to develop and/or align resource acquisition strategies and plans.

Public Program Responsibilities:

  • Maintain an up-to-date knowledge of trends, issues and discussions related to the IPG/HEA team’s primary public, private, and bilateral donors, including: USAID/BHA, US Department of State Bureau for Population, Refugees and Migration (BPRM), UN OCHA, UNHCR, and UNICEF relief grants.
  • Support public grant acquisition within assigned rapid-onset and chronic emergency response portfolio, including project and proposal development, standard setting, tools development for capacity building, setting and monitoring milestones, policy and contracts review
  • Provide management and financial oversight of grant funded projects and overall grant portfolio, including standard setting, tools development, capacity building, and monitoring and evaluation

Private Program Responsibilities:

  • Monitor funding levels and opportunities for fundraising; commit funding to Field Offices and maintain up-to-date MOUs on use of WVUS private funding
  • Coordinate with Field Office teams on quality implementation of privately funded responses and projects
  • Perform other duties as assigned.

You Bring These Skills:

  • Bachelor’s degree or equivalent work experience (eight years).
  • Master’s degree in related field such as international relations, social sciences, etc. preferred.
  • In addition to education or education equivalent, requires a minimum of five years related work experience.

Education and Experience:

Strong interpersonal and cross-cultural communication skills. Experience living and working abroad highly desired. Prior experience working with USAID/BHA and/or State Department/PRM funding required. Applicants with Spanish language ability will be prioritized.
