Overview:

IBTCI is currently seeking a Senior Program Associate for our ISPI practice. The Senior Program Associate will serve as the primary coordinator for financial, recruitment, onboarding, administrative, and logistics for USAID’s Global Health Training, Advisory, and Support Contract (GHTASC). S/he will also support other ISPI active contracts and growth strategy research and business development efforts. This position is based in IBTCI’s home office located in Vienna, VA (currently in hybrid mode, going to office twice a week).

Responsibilities

Essential Duties/Tasks and Responsibilities:

Project Management

  • Support the Manager with coordination and communication efforts with prime contractor for IBTCI’s USAID GHTASC, USAID/Latin America and Caribbean Bureau Institutional Support Contract (LAC BISC), and USAID/Africa Research Institutional Support Services Activity (Africa RISSA), including taking notes, leading check-ins when necessary, and other coordination efforts in support of LTTAs and STTAs.
  • Support long-term contract personnel for GHTASC and when necessary, LAC and Africa RISSA.
  • Initiate long- and short-term assignment planning for the GHTASC contract, which includes refining scopes of work and cost estimate, developing implementation timelines, etc., and provide support to LAC BISC and Africa RISSA when needed.
  • Review resumes of qualified and available long-term candidates identified through Talent Acquisition for open contract personnel positions, rank top candidates, and participate in interviews of potential contract staff and consultants, leading the interviews for all assignments for the GHTASC contract.
  • Support the onboarding of long-term contract personnel for the GHTASC contract when necessary.
  • Coordinate with USAID through the prime to ensure that contract personnel are performing well.
  • Maintain full knowledge of GHTASC project issues, including current information on the operational environment and potential risks.
  • Assist in securing USAID approval through prime contractor on IBTCI employee and consultant travel.
  • Arrange all logistical support for contract personnel both in the United States and overseas.
  • Coordinate preparation of employment agreements.
  • In collaboration with the Accounting Department, support internal project financial reporting and systems.
  • Assist in drafting cost projections for contract personnel budgets and travel budgets and track assignment burn rate.
  • Work with project employees to ensure completion of financial forms and other paperwork.
  • Ensure project-related intellectual capital is properly captured, filed and disseminated.
  • Ensure completion of employee performance survey forms.
  • With support from Manager, lead the weekly check-in meetings with the GHTASC prime contractor and coordinate with IBTCI staff to complete any actions.
  • Update monthly past performance report for GHTASC.
  • Assist in mentorship of ISPI Interns.

Business Development

  • Support recruitment efforts, monitor recruitment applications, and follow-up with candidates.
  • Tailor candidate resumes to the specific roles and proposal focus areas.
  • Search consultant databases to shortlist consultants and staff; maintain recruitment pipelines for anticipated positions.
  • Support research efforts to inform the drafting technical and non-technical sections of proposals.
  • Contribute to the development of capture plans on opportunities in the ISPI pipeline.
  • Research potential teaming partners and participate in teaming meetings.

General Tasks

  • Work closely with Practice management, Supervisor, Program Associates, and Interns to prepare and update standard operating policies and procedures.
  • Participate in team-wide meetings and initiatives.
  • Promote integration and cross fertilization of ideas and information and among TOs and projects.
  • Respond to other requests as directed by the Supervisor.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least two years of relevant work experience supporting USAID or other international development contracts and a bachelor’s degree or master’s degree.
  • Flexibility and close attention to detail required.
  • Mastery of word processing, spreadsheets, database use, and presentation software (Microsoft Office) required.
  • Experience using the internet for research required.
  • Oral and written fluency in English required.
  • Bachelor’s degree in international affairs, business administration or related field required; master’s degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Project management experience, ideally of USAID contracts.
  • Outstanding oral and written communication skills.
  • Well-organized, attention to detail, and able to handle multiple tasks simultaneously.
  • Demonstrated ability to problem-solve complex issues using strong analytical skills and proactively anticipate work requirements.
  • Works well with minimal supervision.
  • Oral and written fluency in a foreign language preferred.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
