We are looking for an experienced Senior procurement officer to join PSI Global Procurement Department, head quartered in Washington DC. It is a dynamic group of procurement professionals supporting procurement in the field of international development and public health. The position will work with project and country teams to support the procurement of consultants and service required to complete our multi donor funded projects we manage across our country platforms.

PSI seeks a Senior Officer, Procurement – Compliance that will manage consultant and service procurements for HQ and network members. It will create, disseminate, and advise on PSI’s and funder’s procurement policies and guidance, and build capacity and provide training to both internal and external audiences.

Responsibilities

Your contributions

-Advise HQ and network members related to the procurement of consultants and service providers. 35% of the Time
-Manage the daily requests for consultants and service procurements. 35% of the Time
-Review Network member procurements in accordance with PSI and funder policies per thresholds, understand and identify problem areas, facilitate solutions, and recommend process improvements. 10% of the Time
-Develop and facilitate trainings and presentations on consultant and service procurement essentials for internal and external audiences. Build procurement capacity of PSI’s network members and Project Management Teams. 15% of the Time
-Review and ensure proper documentation of request to deviate from PSI and funder policies. 5% of the Time

What are we looking for?

-Bachelor’s Degree (or international equivalent) in a related field.
-At least 7 years of related experience. Equivalent combination of relevant education and experience may be substituted.
-Relevant supply chain certification or 12 months study.
-Working knowledge of donor funded procurement.
-In-depth knowledge of relevant funder regulations.
-Working knowledge of procurement processes and systems.
-Strong facilitation and training development skills.
-Proficiency in French, both verbal and written.
