Overview:

R4D is seeking a Senior Procurement and Subcontracts Associate to join the Operations team. Reporting to the Director of Procurement & Subcontracting, this position will provide life cycle (pre- and post-award) contracts administration support to R4D’s 175+ employees based in five (5) international HUBs and in the U.S. The position supports R4D’s broad Client portfolio, which includes awards from Federal, non-Federal, international government entities, multi-lateral, foundations, and private institutions.

The Senior Procurement and Subcontracts Associate will assist the Operations team to perform pre- and post-award procurement and subcontracting transactions within unit service level standards; interface internal and external stakeholders internationally; conduct work in accordance with R4D policies and procedures, Client regulations, terms & conditions; triage and advise project teams on complete package requirements; perform unit reporting tasks; contribute to unit training, policy and procedure materials and activities; perform continual compliance and risk analysis reviews; assist in the R4D Senior Fellows Program administration; and other duties as assigned. The position will be responsible for working with multiple supplier types including consultants, vendors, and subawards (subagreement, subcontract, subgrant, and associated work orders and modifications thereto); various contract types (e.g. cost reimbursement, fixed price, time and materials, etc.); or other instruments (e.g. non-disclosure agreements (NDAs); leases; and RFP/RFQ) to facilitate R4D procurement of goods, services and works.

The location of this position is flexible, with a preference for the Washington, DC metro area.

Responsibilities

  • The Senior Procurement and Subcontracts Associate duties include, but are not limited to:
  • Provide exemplary customer service in responding to procurement & subcontracting questions
  • Triage requisitions submitted for processing and review against policy & procedures
  • Perform supplier risk analysis tasks including due diligence and sanctions checks and collect/warehouse supplier data for the same
  • Prepare and process pre- and post-award supplier contracting documents using standard templates
  • Conduct fact-finding as needed to review basis of estimates and source documentation verifying supplier cost estimate factors (e.g. cost and price analysis, value-for-money, market analysis)
  • Issue, track, and facilitate signature of documents in R4D’s document management system
  • Review supplier inputs to contracting documents and escalate to Director for resolution
  • Set-up vendor and purchase order data in R4D finance system and/or consultant database
  • Collect, warehouse, and archive supplier data ensuring files are complete and accurate
  • Monitor unit email alias for internal and external requests for support and data submitted
  • For R4D Senior Fellows Program, disseminate requirements; aid in the processing and renewal of contracts; conduct staff training and knowledge management of program data and materials
  • Conduct complex unit reporting using R4D’s finance system and internal tools
  • Assist Finance team with audit requests or data collection, as needed
  • Submit data into Client reporting portals that conforms to data entry requirements
  • Give input to and assist with staff training on unit policies, procedures, and best practices
  • Liaise with R4D teams to facilitate coordination, cooperation, communication, and learning
  • Maintain R4D Procurement & Subcontracting unit intranet page and contribute to updates on R4D’s supplier-facing communication tools
  • Uphold ethical principles associated with function, conduct R4D business with integrity, apply critical thinking skills to propose resolution strategies, and identify risks to protect R4D and
  • Seek opportunities to create efficiency and innovation in business processes across internal workflows; project-specific supplier solutions; or customer service methods to actively contribute to R4D’s growth strategy and market positioning.

Qualifications

  • 3 years of relevant experience and a bachelor’s degree or one year of relevant experience and a master’s degree with a non-profit, association, research institution, or NGO
  • Minimum 2 years’ experience with procurement and subcontracting tasks, workflow, systems, policies, and procedures and serving in a customer service function
  • High level of proficiency in Microsoft Office Suite (Word, Outlook, PowerPoint, Excel), SharePoint, and DocuSign and exposure to finance systems
  • Evidence of self-directed work style both independently and as part of a high-performing team
  • Demonstrated skills in effective time management and work prioritization
  • Exemplary professional and customer service orientation; with ability to coach and be coached in role
  • Ability to identify and escalate workflow items that require Director attention
  • Highly effective interpersonal skills, including successfully managing internal and external relationships in multi-cultural environments
  • Familiarity and experience working with USG and FCDO rules and regulations
  • Ability to evaluate, synthesize, and extrapolate quantitative and qualitative data for reporting purposes
  • Excellent written and spoken communication skills in English, including ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships
  • Ability to multi-task while maintaining strong attention to detail
  • Ability to understand prime contract contents to ensure lower tier procurements comply
  • Professional, punctual, dependable, reliable, with a desire to learn
  • Demonstrated enthusiasm, energy, and composure under pressure and
  • Interest in R4D areas of technical operation and understanding ways Procurement & Subcontracting can serve the mission.
