Organizational Setting and Work Relationships The Head of Portfolio Management Office (PMO) works within the Transformation and Change Service (TCS), reporting directly to the Head of TCS. The PMO supports governance and implementation a broad portfolio of organization-wide transformation programmes and projects. The incumbent will lead the PMO, playing a key role to ensure that UNHCR is investing in and executing high-performing projects and programmes that support its transformation goals. For purposes of this job description, reference to programmes and projects does not include programmes and projects planned and implemented by UNHCR field operations for provision of protection and assistance to the persons of concern to the organization. S/he supports the prioritization and implementation of projects as well as the monitoring and analysis of the portfolio of organizational transformation projects. S/he supports the work of the Secretary to the Governance Board (TGB) ensuring the Board is adequately informed about the organization¿s priority programmes and projects to effectively discharge its functions. S/he liaises directly with relevant stakeholders and leads coordination efforts with project managers of existing corporate initiatives, projects and programmes to ensure coherence and management of dependencies across different transformation efforts. The incumbent will operate within a matrixed team that will ensure integration of PMO activities with other functions of TCS and retain linkages with DIST.

Duties Strategic alignment & management of the portfolio – Strategically manage UNHCR¿s programme and project portfolio with effective administration, planning and prioritization, communication, and tracking and measurement of results. – Ensure that the projects are segmented based on the key criteria to confirm that the approval and oversight of different project types fall under relevant governance mechanisms – Maintain expertise in enterprise business initiatives and objectives, particularly those with transformation and change elements, in order to advise on prioritization within the portfolio. – Advise senior leadership on portfolio investment mix, ensuring alignment with organizational priorities, balance among diverse strategic business needs, and sufficient consideration of the organization¿s risk exposure and tolerance. – Develop and manage the relationship between the PMO and other stakeholders with the goal of executing the portfolio and ensuring project benefits are realized according to the agreed upon business cases. – Work closely with business relationship specialists in DIST and functional leads in TCS to develop project concepts, business cases and ensures programmes/projects with sound business cases are presented for consideration to the relevant decision maker or body. – Facilitate internal integration of the PMO with other initiatives within the TCS to ensure strategic alignment with the change efforts in policy, process, and systems. Governance – Support governance mechanisms, including working with the Secretary of the Transformation Governance Board (TGB) to enable effective decision making and delivering business value for project investments, and the ensure compliance with PMLC. – Drive improvements in the PMO Governance Model. Project management related – Monitor project implementation and report scope deviation/changes based on PMLC requirements. – Ensure UNHCR implements programmes and projects in adherence with its Project Management Life Cycle (PLMC) and update the PLMC as required to maintain alignment with current industry standards. – Ensure staging gateway reviews are conducted and signed-off for all programmes and projects in UNHCR. – Respond to and address relevant audit recommendations and actions. Communication and leadership – Regularly brief senior IT and business management on portfolio performance, utilizing sophisticated reporting tools to track and monitor and communicate activities. – Facilitate information flow between TCS, DIST and the business community, as well as with appropriate external stakeholders. – Lead UNHCR¿s PMO team, creating a culture of excellence in portfolio and project management across UNHCR.

Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P5 – 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Relevant Job Experience Essential Minimum of 12 years of relevant and progressively responsible experience in project or portfolio management framework design and implementation at organizational level. Proven ability to lead high-performing teams, driving a culture of excellence in project management across the organization. Demonstrated ability to set high standards as well as ability to consistently meet or exceed those standards. Incumbent should be a client-oriented professional with the ability to anticipate client needs and to create lasting change in dynamic work environments. A high level of skill in design, planning and project implementation as well as demonstrated tolerance to frequently changing and highly charged situations. Demonstrated qualities of integrity, tact, diplomacy, and good management and communication skills. Ability to manage for results: translate strategic aims into achievable plans.

Desirable At least 2 years of experience in a public or not for profit organization in an international context.
