Purpose of the Position:

The purpose of the position is to:

  • advise senior management on all policy (Legal) matters pertaining to the mandate, activities and governance of the United Nations International Computing Centre (UNICC) and of its business locations and operations around the world, and develop and manage the Policy (Legal) management function within UNICC
  • develop and manage the Policy (Legal) management function within UNICC

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief of Staff within the Management and Strategy Division, in collaboration with all relevant stakeholders in other divisions of UNICC and other UN system agencies, as required.

The Senior Policy Officer (Legal) works in strict collaboration with the Legal function of UNICC’s Hosting Organization and is responsible for overseeing, guiding and managing:

  • policy and legal advisory support on substantive, operational, managerial as well as strategic matters, including the development of related frameworks, processes and capacities
  • legal governance matters and all legal aspects of UNICC’s external relations, including with partner organizations, clients and governments
  • diverse aspects of the internal regulatory framework, including internal justice as well as general oversight and compliance matters

Policy and regulatory advisory

  • Provide guidance, advice and support on the regulatory dimension of UNICC’s portfolio of services, operational activities and areas of work, including the identification of associated policy and legal challenges with a view to developing both adaptive and compliant modalities to meet organizational and business needs
  • Enhance awareness and develop the internal knowledge base and capacity of UNICC in relation to recognizing and responding to contemporary regulatory challenges in the field of technology and innovation through training and other means

Legal governance and external relations

  • Support senior management in reinforcing the legal and governance framework of UNICC in the context of its relations with partner organizations and its institutional positioning within and towards the United Nations system from a legal perspective
  • Act as legal liaison for host organizations of UNICC on legal and administrative policy matters
  • Oversee and manage legal aspects of the establishment and operation of offices and business sites in collaboration with existing and potential host organizations and host country governments
  • Provide policy and legal advice on diverse and complex questions of public international law, including but not limited to legal aspects of UNICC’s funding instrument and the legal framework of its engagements with partner organizations, clients and governments
  • Perform legal research and analysis and prepare legal opinions, studies, briefs, reports and correspondence
  • Review, advise on, draft and negotiate agreements and other legal documents, as required
  • Represent UNICC in a legal capacity at conferences, networks, inter-agency forums and intergovernmental meetings, as required

Internal justice, oversight and compliance

In strict collaboration with host organization and in line with host organization’s applicable rules and regulations:

  • In collaboration with the Human Resources section, provide guidance, advice and support to personnel and managers on matters of human resources policy, employee rights and obligations, standards of conduct, as well as workplace conflict prevention and resolution matters
  • In collaboration with WHO, participate in the continuous improvement of the internal administration of justice framework
  • In collaboration with HR, act as UNICC’s focal point to Host Organization for internal justice proceedings and processes and contribute to the early resolution of complex legal cases
  • Draft, review, and advise on compliance with internal regulatory instruments, policies, legal templates, standard operating procedures and other guidance on legal matters, as needed
  • Serve on administrative and other committees, panels, task forces and working groups in a legal capacity, as needed
  • Act as external liaison and internal coordination focal point for oversight, compliance and evaluation matters that pertain to the legal domain

Managerial responsibilities

  • Develop in-house policy and legal capacities and awareness of relevant basic legal principles across relevant functions in the organization
  • Coordinate activities of the Policy (Legal) function, ensuring timely and high-quality delivery of legal advice, support and training, as required, to all personnel at UNICC

Other: Provide other ad hoc support either within your team or in other teams as required for short period of time on a part-time or full-time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • At least seven (7) years of relevant professional legal experience at the international level
  • Experience in international administrative law including in interpreting administrative rules, regulations and practices or administration of justice matters in an international organization
  • Sound knowledge of the United Nations system, its legal, institutional and internal governance frameworks and forums of engagement
  • Experience in handling sensitive and confidential matters with tact and sound judgment

Desirable:

  • Experience in drafting policy, legal and regulatory texts, internal regulatory documents, agreements or procedural guidance
  • Experience with intergovernmental affairs and dealing with government representatives
  • Experience in delivering training on policy and legal subjects
  • Experience in supervising, mentoring and coordinating the work of junior personnel

Education*:

Essential:

  • Advanced university degree (Master’s or equivalent) in law, public international law or related field OR a first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Desirable:

  • Additional training or qualification in public international law, institutional law or international administrative law

Languages:

  • English: Expert knowledge is required
  • Other language: Intermediate knowledge of French or Spanish is desirable

Other Information

Compensation:

Annual Salary Estimation (net of tax at single rate), including post adjustment (25,3% on May 2022): US$ 94,729.

UNICC also offers generous leave and absence allowances, flexible working hours, overtime compensation, teleworking, access to training, and depending on eligibility other benefits such as relocation grant, dependency allowance, language allowance, or education grant.
