Organizational Setting and Work Relationships The Transformation and Change Service (TCS) aims to improve UNHCR¿s ability to (a) design and manage strategic initiatives, (b) optimize the systems, processes, and culture of the organization, (c) develop and implement strategy and policy, and (d) play a facilitative and supportive role through the various change management processes that UNHCR is engaged in. TCS functions as an internal management consulting service, consisting of an in-house team responsible for supporting the SET, Divisions, Bureaux and other entities to align organizational performance and change initiatives with High Commissioner¿s Strategic Directions. The incumbent of this position supports TCS in its function of coordinating the organization¿s guidance framework and overseeing systems/process dependencies. She/he supports quality management in policy and guidance development and supports business owners to identify implications for organizational systems and processes. Within TCS the incumbent is expected to closely coordinate her/his work with other change management workstreams, notably the workstream on systems and processes, under the overall direction of the Senior Policy and Guidance Coordinator.

Duties – Develop requirements and manage development of an internal repository of official guidance including roles, authorities, and accountabilities in collaboration with stakeholders in headquarters, regional bureaux, and field operations. – Support policy owners to structure, tag and adapt guidance content for use in the internal guidance repository. – Track and analyze existing guidance, share overviews and communicate revision requirements and opportunities for simplification to policy owners. – Engage policy and process owners on the objectives of proposed policies and processes and identify options to improve coherence, simplification, accessibility and the articulation of roles, accountabilities, and authorities. – Review new or proposed draft HCPs, AIs and OGs for high-level cohesion and cross-functional dependencies, as delegated by the Senior Policy and Guidance Coordinator, and flag findings to authors and approvers – Engage policy and process owners to identify interdependencies between guidance and/or processes and improve procedures and workflows to minimize the burden on field operations and achieve set quality standards. – Track reporting requirements generated as a result of new or revised guidance and/ or organizational change initiatives and propose solutions to simplify them, avoid duplication and ensure consistency of reporting methods and indicators – Assess implications of organizational change initiatives on the guidance framework. – Assess the effectiveness of new/ improved business processes and/or guidance implemented in support of organizational change objectives. – Gather and incorporate the inputs of regional bureaux and field operations into the development of guidance and their prioritization. – Review audit and evaluation recommendations and identify their impact on existing guidance, process improvements, compliance and reporting requirements. – Develop targeted communication and management tools supporting policy and process coordination and simplification, including dashboards, reports, case-studies, and stories. – Perform other related duties as required.

Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P4/NOD – 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

Relevant Job Experience Essential Minimum of 9 years of relevant and progressively responsible experience in humanitarian affairs including headquarters experience in developing or analyzing guidance, standards, processes, or procedures. Proven analytical skills and ability to integrate complex organization-wide information. Ability to effectively manage internal stakeholders working in diverse functional areas. The incumbent should be a client-oriented professional with the ability to anticipate client needs and have the ability to promote lasting change in dynamic and often time-pressured work environments. Demonstrated organizational awareness, integrity, tact, and good management and communication skills. Ability to manage for results: translate strategic aims into achievable plans. Demonstrated drafting and presentation skills.

Desirable Experience in multiple functions within the organization. Experience in change management, innovation or organizational change initiatives.

Language Requirements For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English.
