Job Title: Senior Policy Advisor, Venezuela

Overview: U.S. Agency for International Development (USAID), Bureau for Latin America and the Caribbean (LAC) is seeking a Senior Venezuela Advisor to provide technical services to (1)inform LAC’s engagement in U.S. policy deliberations on Venezuela and (2) the development and implementation of LAC’s Venezuela programs. The requirements of this position are for
approximately one to two days per week in a hybrid environment with some in-office meetings, to provide analysis on a range of USAID programs and USG policy-related issues.

Responsibilities

Essential Duties/Tasks and Responsibilities:

To help navigate the complex path toward 2024 elections and the establishment of the UN- managed Humanitarian Trust Fund, LAC requires the services of a Venezuela expert intimately
familiar with the country’s challenges and key players, to help inform LAC’s thinking and approaches on a range of policy and program issues, including:

  • Constitutional and legal aspects of new emerging governance structures being created by the National Assembly;
  • How to position effectively position U.S. foreign assistance vis-à-vis these governance structures in ways that advance U.S. objectives in Venezuela;
  • The status of frozen assets in the U.S. and other countries, as well as efforts to unlock these for humanitarian and development purposes in Venezuela;
  • The status of negotiations between the Maduro regime and the opposition;
  • Use of sanctions and other leverage mechanisms to incentivize democratic reformsfavoring credible elections in 2024 and 2025;
  • Use of foreign assistance to advance a peaceful democratic transition in Venezuela while attending to the humanitarian needs of its people; and
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least 10 years experience working on state building and democratic development in Venezuela,
  • In depth knowledge of the country’s challenges and key players engaged in advancing a peaceful transition,
  • Expert knowledge of the U.S. sanctions regime for Venezuela,
  • A strong understanding of the petroleum sector in Venezuela,
  • An understanding of establishing and managing humanitarian trust funds and,
  • An advanced degree in law, public policy, or a related field.

Education:

  • Master’s or advanced degree in law, public policy, or a relevant field plus ten (10) years of working on state building and democratic development in Venezuela.

Preferred Knowledge, Skills and Abilities:

  • Excellent writing and verbal communication skills

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
